November 9, 1995 ' COuI11 DATE: CAMPAIGN TO "HOUSE THE HOMELESS FOR THE HOLIDAYS - 1995" SUBJECT: SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: 1. SPONSOR "House the Homeless for the Holidays - 1995" in order to raise funds to help house as many as possible of the homeless in the County'sj shelters for as long as possible this coming winter. i 2. AUTHORIZE the County Administrator to write to the mayors and city councils in the 18 cities and towns in the County, private businesses, service clubs and churches in the County and solicit donations to the "House the Homeless for the Holidays - 1995" campaign, suggesting that an individual, business, church, service club or other organization sponsor one or more homeless individuals for a week, a month, or for the four month winter season from December 1, 1995 through March 31, 1996. 3. AUTHORIZE the County Administrator to issue a press release urging citizens to contribute to the sponsorship of a Shelter bed. 4. AUTHORIZE the County Administrator to utilize the community bulletin board on Contra Costa Television (CCN) to urge citizens to contribute to the sponsorship of a Shelter bed. BACKGROUND: Last year, the Board of Supervisors directed that we contact a variety of private businesses, service clubs, churches, the cities and the general public in an effort to raise sufficient funds to increase the number of available shelter beds by 40 during the four month winter season. We were successful in raising about $20,000. We have already been asked whether we plan to make a similar solicitation again this year and we have indicated that we would recommend to the Board that we do so. Funding for the homeless from public sources continue to be very tight and is likely to get worse as Congress considers substantial cuts in funds for the Department of Housing and Urban Affairs. Therefore, we are recommending that we undertake a similar campaign again this year. Asa reminder - The cost of a Shelter bed is: ✓ $ 20.00 per day ✓ $ 140.00 per week ✓ $ 620.00 per month ✓ $2480.00 for the entire four month winter season from December 1, 1995 through March 31, 1996. -2-
