RECOMMENDED ACTION: ADOPT Resolution No.3763 ESTABLISHING salary levels for unrepresented and exempt employees of the Housing Authority of the County of Contra Costa for fiscal years 1994-95 and ADOPT Resolution No. 3764 approving the Memorandum of Understanding with Public Employees Local# 1 establishing the 1994- 95 salary levels for Housing Authority clerical and maintenance employees represented by Local#1. II. FINANCIAL IMPACT: Sufficient funds for a three percent(3%)cost of living increase,effective November 1, 1994 and a three percent(3%) cost of living increase effective November 1, 1995 are available in the Operating Budget for the Housing Authority of the County of Contra Costa. III. REASONS FOR RECOMMENDATIONBACKGROUND For the past several months,the Housing Authority Management and Public Services Employee Members of Local#1 have engaged in an Interest-Based-Bargaining(IBB)activity which has had as its goal cost reductions and improved program efficiencies. The IBB process has identified a set of goals and deadlines to achieve cost savings which build upon the agency's national reputation as a high performing housing authority. The IBB process took the place of traditional negotiations and has led to a new Memorandum of Understanding (MOU) and the resolutions attached would implement the MOU. The new MOU is for the period,November 1, 1994 through June 30, 1998. It provides for a three percent(3%)cost of living increase November 1, 1994 and three percent(3%)November 1, 1995; the only item open for discussion in the remaining years of the contract being a cost of living increase which includes salary and fringe benefits. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not adopt Resolutions No.3763 and 3764, both the unrepresented and exempt classes and the clerical and maintenance employees represented by the Public Employees Union,Local# 1 would be denied the cost-of-living increase. Additionally,the Housing Authority would be forced to re-open negotiations with Local# 1. PASSED AND ADOPTED THIS 14 day of November , 1995 ,by the following vote of the Commissioners: AYES: Commissioners Rogers, Smith, DeSaulnier, ,Torlakson and Bishop NOES: None ABSENT: None ABSTAIN: None THE BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA RESOLUTION NO. 3764 APPROVAL OF MEMORANDUM OF UNDERSTANDING PUBLIC EMPLOYEES UNION, LOCAL# 1 CLERICAL AND MAINTENANCE WHEREAS, the Executive Director of the Housing Authority of the County of Contra Costa has submitted a Memorandum of Understanding entered into with Public Employees Union,Local#1 and the clerical and maintenance employees of the Housing Authority of the County of Contra Costa, units represented by Local# 1; and, WHEREAS,the Memorandum of Understanding outlines compensation for the clerical employees of the Housing Authority of the County of Contra Costa, a unit represented by Local# 1, during the term of the Memorandum of Understanding: NOW, THEREFORE BE IT RESOLVED that the Memorandum of Understanding referred to above, having been fully considered, is APPROVED and is hereby made applicable to the clerical and maintenance employees of the Housing Authority of the County of Contra Costa effective November 1, 1994.
