FISCAL IMPACT None. BACKGROUND/REASONS FOR RECOMMENDATIONS On June 20, 1995 the Board of Supervisors approved formation of an ad hoc committee to advise the Transportation Committee on emerging intercity passenger rail issues. An ad hoc committee has been formed around the nucleus of County residents who sought the Board' s appointment as the At-Large Citizen Representative for Contra Costa County on the Steering Committee for Caltrans Rail Task Force (San Joaquin Rail Task Force) . The ad hoc committee has held two organization meetings to define its mission and purpose. The Transportation Committee has reviewed and approved the following mission statement, area of focus, and internal function submitted by members of the new ad hoc committee: CONTINUED ON ATTACHMENT: x YES SIGNATURE RECOMMENDATION OF COUNTY. The committee's main area of concern will be to monitor and advise the Board of Supervisors on: 1) issues related to intercity passenger rail services; 2) potential impact on Contra Costa County related to High Speed Rail, particularly studies, plans and/or programs; 3) potential impact on Contra Costa County from mergers or corporate restructuring of railroad companies; 4) assist in efforts to promote public awareness of railroad safety in Contra Costa, particularly through the California Operation Lifesaver campaign; and, 5) funding issues related to the National Railroad Passenger Corporation (AMTRAK) ". Areas of Concern 1. Intercity Passenger Rail Service Monitor the operation of intercity passenger rail services in Contra Costa County, and, as necessary, advise the Board of Supervisors on issues related to provision of services within Contra Costa County. 2 . High Speed Rail Track the ongoing studies conducted by the California Intercity High Speed Rail Commission and other groups, and, as necessary, advise the Board of Supervisors of any study finding, planning recommendation and/or commission action which may impact the future provision of intercity passenger rail serving Contra Costa County. 3 . Railroad Merger and Restructuring Monitor proposed mergers or corporate restructuring of railroad companies, review potential impact mergers or restructuring may have on Contra Costa County, particularly the impact on passenger rail service, and, as necessary, advise or recommend the Board of Supervisors adopt a position concerning such matters when they may affect the provision of passenger rail service in Contra Costa County. 4 . Railroad Safety Work in conjunction with the California Operation Lifesaver campaign, provide assistance in efforts to promote railroad safety within Contra Costa County. 5. AMTRAK Funding Matters Monitor proposals to reduce federal funding support for the National Passenger Railroad Corporation (AMTRAK) , review potential impact such proposals will have on provision of passenger rail service to Contra Costa County, and, as necessary, advise or recommend the Board of Supervisors adopt a position concerning such proposals as they relate to the provision of passenger rail service in Contra Costa County. Internal Function Membership: Open to any resident of Contra Costa County. The ad hoc committee is currently made up of 5 members but will be expanded to a core working group of between 7-9 members., Members of the ad hoc committee Report on formation of AIRAC 11/14/95 Page Three are recruiting new members to represent the III and V Supervisorial Districts. Encourage broad-based participation, both in terms of geographic subareas and interest, to ensure that the spectrum of interests and areas are represented. Staffing: CDD Transportation Planning Division Chairperson: Board's designated At-Large Citizen Representative to the San Joaquin Rail Task Force. Reports To: Report primarily to the Board of Supervisors' Transportation Committee. The ad hoc committee's recommendations to Board of Supervisors will be sent via the Transportation Committee. Meeting Location: Meetings will be held in Downtown Martinez, or, as necessary, at another location in the County which is convenient and accessible to committee members and interested public. Meeting Frequency: Meet at least 3-4 times a year, or, more often at the discretion of the Chair of AIRAC, or, as directed by the Board of Supervisors. Decision-Making: The ad hoc committee' s recommendation will be based on consensus among members, and, if more formal committee procedures become necessary, the decision process will rely on Roberts Rules of Order.
