November 8, 1995 - ,r County ~; Pq COUr`� SUBJECT: Federal Department of Justice Grant for participation in Community Policing to Combat Domestic Violence SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION The Contra Costa County Office of the Sheriff be allowed to submit a grant applica- tion to the U.S. Department of Justice for a grant of up to $200,000 to participate in the Community Policing to Combat Domestic Violence Program for a one year period, with opportunities to renew it for two subsequent years, for a Deputy Sheriff Domes- tic Violence Coordinator and support staff in Battered Women's Alternative (BWA), the Advisory Council on Domestic Violence (ACRD), and in the Sheriff's Crime Analysis Unit, which will require no matching funds. FINANCIAL IMPACT There is no detrimental impact on the County in executing this grant. All services provided under the terms of this grant will be paid for by the Federal Department of Justice. REASONS FOR RECOMMENDATION/BACKGROUND The Office of the Sheriff recognizes the need to establish a domestic violence work group coordinated by a Deputy Sheriff that links the efforts of Law Enforcement, Victim Advocates, Prosecutors, Judges and other professionals, including nonprofit and volunteer agrencies. The Office of the Sheriff has been making efforts toward Community Policing since 1984, with the decentralization of patrol and investigative services, the implementation of neighborhood crime prevention teams, the resident deputy program and "Camp Legit". CONSEQUENCES OF NEGATIVE ACTION By failing to submit this application, Contra Costa County residents will not be given the opportunity to receive a Federal grant of $200,000 that would be used to strengthen the criminal justice response to battered women, community policing to combat domestic violence.
