BACKGROUND:
On June 27, 1995, the Board of Supervisors sunsetted the existing Housing and
Community Development Advisory Committee and replaced it with a new Economic
Development Committee and an Affordable Housing Finance Committee, made up of the
six current members of the HOME Technical Review Committee and three community
representatives, to be screened and nominated by our Committee.
The Community Development Director was directed to solicit nominations for the three
community representatives seats on the Affordable Housing Finance Committee and return
to the Internal Operations Committee with recommendations for appointment to the
Committee or for a process for selecting members for the Committee.
On November 6, 1995, our Committee received and considered the attached report from
Jim Kennedy, which was reviewed with our Committee by Kathleen Hamm, Senior Housing
Planner. We agree that the terms of office for the members of the Committee should be
fixed as noted above and that the three community representatives should be appointed
to the seats indicated.

BACKGROUND
On June 19, 1995, the Board of Supervisors approved the creation of a new
Affordable Housing Finance Committee. The purpose of this Committee is to work
with the Community Development Department to develop recommendations to the
Board concerning the allocation of Community Development Block Grant (CDBG) and
HOME Investment Partnership Act (HOME) funds among eligible affordable housing
programs and projects. This Committee will replace the existing HOME Technical
Review Committee and the Housing and Community Development Advisory Committee.
As established by the Board, the Affordable Housing Finance Committee will consist
of nine members, including the six current members of the HOME Technical Review
Committee and three new community members to be nominated by the Internal
Operations Committee (IOC) .
CURRENT HOME TECHNICAL REVIEW COMMITTEE
The six members of the HOME Technical Review Committee were originally appointed
by the Board in June of 1994 to serve terms of two to four years. Three members
were nominated by the Cities in East, Central and West County, and three were
nominated by the Board. Nominees were selected on the basis of socioeconomic
factors and experience in the development and financing of affordable housing in
Contra Costa County. The current members are:

All members of the HOME Technical Review Committee have indicated their desire to
serve on the new Affordable Housing Finance Committee.
NEW COMMUNITY REPRESENTATIVES
The Community Development Department was directed to solicit nominations for the
three new Committee seats. The Department issued a press release announcing the
vacancies in August and has contacted representatives of community groups and
other jurisdictions to identify potentially interested, qualified individuals. The
following individuals have expressed interest and are recommended for nomination
to the Affordable Housing Finance Committee:
o Jeanette Dinwiddie-Moore, private consultant and resident of South Central
County.
o Ralph Rosario, Resident Services Coordinator, Housing Authority of the
County of Contra Costa, and East County resident.
o Ron Weber, First Congregational Church of Antioch, and resident of East
County.
Letters of interest and resumes submitted by each individual are attached for your
information and review.
STAFF RECOMMENDATIONS
Establish a term of three years for membership on the Affordable Housing Finance
Committee with terms of initial members staggered at one, two and three years to
ensure continuity. Appoint the following individuals to the Committee with terms as

This is to confirm that I am interested in serving as one of the members of
the Affordable Housing Finance Committee for the Board of Supervisors of Contra
Costa County. I understand that meeting times are flexible and would probably
involve one morning every couple of months. 1 look forward to serving to the
fullest of my capabilities.
I have been and am an advocate for subsidized housing for senior citizens
and other affordable housing for the general population for the last 12 years.
Probably the most tangible result of my efforts to meet the need for low rent housing
for senior citizens was the securing of over $4 million from the Department of
Housing and Urban Development to build Rivertown Senior Housing, Inc. located
at 1300 A Street in Antioch through wide community support and the advocacy of
the Antioch Committee on Aging where I served as Chairperson of the Housing
Subcommittee.
Enclosed please find a brief statement of qualifications as per your request. I
look forward to hearing from you in the near future regarding action to appoint
members of the Committee.

Thanks for considering me as a possible member of the Affordable Housing Finance Committee
and for pursuing the clarification on the potential conflict of interest questions. As I interpret the
information you have provided, I would need to disclose any potential conflict of interest prior to
any discussion or decision with respect to any project that I am or plan to provide consulting
services to and if I do have a.conflict of interest then I would be required to refrain from any
discussion or decision regarding the project.
As I mentioned in my earlier correspondence, I have provided consulting services to the City of
Richtitond and to the Community Housing Development Corporation of North Richmond. As a
planning consultant, I do feasibility assessments and project plans for development projects which
may use CDBG funds. I do plan to continue with my consulting business activities. If I were
selected to serve on the Affordable Housing Finance Committee, I would be sensitive to and
adhere to the conflict of interest provisions. I would make sure that I disclosured any potential
conflict or conflict that I am aware of prior to any discussion or decision regarding the project. If
this would meet the requirements of the policies that you have provided, then I would be willing to
serve on the Committee.

Jeanette Dinwiddie-Moore has over twenty years of experience in performing various planning and
pre-development assignments. She is also quite knowledgeable about issues related to permit
processing,land use, zoning, planning and environmental review requirements of local, state, and
federal jurisdictions. Ms. Dinwiddie-Moore has also had extensive project management
experience. Her areas of proficiency include: land use/economic feasibility assessments, project
permit/approval processing, housing planning and neighborhood development analysis,
community pianning/public participation, and reguiatory review and assessment.

strategic action plans for two non-profit housing corporations in Richmond; and preparing the land
use, social economic and environmental sections of feasibility studies for Pacific Gas and Electric's_
utility facilities. Other projects has 'included: preparing the land use sections for the Richmond
General Plan EIR and for the Chevron Refonnulated'Fuels Project EIR; working with ELS in
preparing the Downtown Revitalization and Earthquake Recovery Study for the City of Oakland;
and working with Economic Planning Systems in developing land use profiles and alternatives for
the Port of San Francisco waterfront properties; preparing feasibility studies such as an above-
station land use and development study for BART; rewriting the zoning ordinance and preparing
the three-year Housing Assistance Plan for City of Richmond; and for handling the project
approval processing and community planning/public participation for a large scale commercial
mixed-use project in San Francisco, San Francisco Executive Project. She also served as one of
the primary consultants with Baker Harris CPC in the preparation of the BART Facilities Need
