APPOINT to "community representative" seat #3 on the Affordable Housing Finance Committee.- Jeanette ommittee: Jeanette Dinwiddie-Moore 204 Victory Circle San Ramon, CA 94583 BACKGROUND: On June 27, 1995, the Board of Supervisors sunsetted the existing Housing and Community Development Advisory Committee and replaced it with a new Economic Development Committee and an Affordable Housing Finance Committee, made up of the six current members of the HOME Technical Review Committee and three community representatives, to be screened and nominated by our Committee. The Community Development Director was directed to solicit nominations for the three community representatives seats on the Affordable Housing Finance Committee and return to the Internal Operations Committee with recommendations for appointment to the Committee or for a process for selecting members for the Committee. On November 6, 1995, our Committee received and considered the attached report from Jim Kennedy, which was reviewed with our Committee by Kathleen Hamm, Senior Housing Planner. The purpose of this Committee is to work with the Community Development Department to develop recommendations to the Board concerning the allocation of Community Development Block Grant (CDBG) and HOME Investment Partnership Act (HOME) funds among eligible affordable housing programs and projects. This Committee will replace the existing HOME Technical Review Committee and the Housing and Community Development Advisory Committee. As established by the Board, the Affordable Housing Finance Committee will consist of nine members, including the six current members of the HOME Technical Review Committee and three new community members to be nominated by the Internal Operations Committee (IOC) . CURRENT HOME TECHNICAL REVIEW COMMITTEE The six members of the HOME Technical Review Committee were originally appointed by the Board in June of 1994 to serve terms of two to four years. Three members were nominated by the Cities in East, Central and West County, and three were nominated by the Board. Nominees were selected on the basis of socioeconomic factors and experience in the development and financing of affordable housing in Contra Costa County. The current members are: City Nominees o Leonard Costa, Branch Manager, HOME Savings of America (retired) o Calvin Robie, Senior Vice President, Lamorinda Bank o Elizabeth Seifel, Principal, Elizabeth Seifel Associates County Nominees o Mike Freedland, Director of Community Lending, Citibank o Paul Renno, General Counsel, TRI Financial o Manny Ungson, Policy and Planning Administrator, San Jose Housing Department All members of the HOME Technical Review Committee have indicated their desire to serve on the new Affordable Housing Finance Committee. NEW COMMUNITY REPRESENTATIVES The Community Development Department was directed to solicit nominations for the three new Committee seats. The Department issued a press release announcing the vacancies in August and has contacted representatives of community groups and other jurisdictions to identify potentially interested, qualified individuals. The following individuals have expressed interest and are recommended for nomination to the Affordable Housing Finance Committee: o Jeanette Dinwiddie-Moore, private consultant and resident of South Central County. o Ralph Rosario, Resident Services Coordinator, Housing Authority of the County of Contra Costa, and East County resident. o Ron Weber, First Congregational Church of Antioch, and resident of East County. Letters of interest and resumes submitted by each individual are attached for your information and review. STAFF RECOMMENDATIONS Establish a term of three years for membership on the Affordable Housing Finance Committee with terms of initial members staggered at one, two and three years to ensure continuity.
