REAPPOINT to Seat # 18 on the Human Relations Commission for a three-year term ending November 4, 1998: Oscar Bobrow 1201 Melville Square Richmond, CA 94804 2. AUTHORIZE the Human Relations Commission to undertake whatever additional recruiting it wishes, and to screen, interview and rank the applicants in whatever way it wishes on the condition that it forward all applications and the Commission's rankings to the Internal Operations Committee by no later than November 30, 1995 so the Committee can interview all applicants at its meeting on December 18, 1995 and recommend appointments to the Board of Supervisors on January 9, 1996. 3. SUPERVISORS A COU TY ADMINISTRATOR County Administrator Pam Perls, Executive Director, HRC Mr. Oscar Bobrow BY DEPUTY LOA BACKGROUND: The Human Relations Commission consists of not less than 15 and not more than 20 individuals. Currently there are 20 seats which have been filled. Due to resignations, there are currently eight seats vacant. In addition, the terms of three additional members expired November 4, 1995 and two of them have asked not to be reappointed (Aron Gilmartin and Barbara Tonningsen). Therefore, there need to be ten appointments made altogether. We have recruited for applicants and have received seven applications. The Commission has indicated that it would like to do some additional recruiting in an effort to broaden the pool of applicants. The Commission has also recommended that four individuals who have applied in the past but were not appointed be appointed to fill four of the existing vacancies and that Oscar Bobrow, one of the three individuals whose terms have expired, be reappointed. Our Committee recommends the reappointment of Oscar Bobrow and would like to interview all other applicants at our meeting on December 18, 1995. Any applicants who are unable to make the interview.on December 18, 1995 will be able to be considered through a telephone interview with Supervisors DeSaulnier and Rogers. We will recommend appointments to all vacant seats at the Board's first meeting in January - January 9, 1996. -2- HUMAN RELATIONS COMMISSION MEMBERSHIP: Not less than 15 nor more than 20. Membership shall be broadly representative of the general public including, but not limited to, members of business, labor, religious groups, education, criminal justice, community organizations, and city representatives characteristic of the County's diverse population with respect to sex, sexual orientation, ethnicity, disability, economic disadvantage or age. All members of the Commission must be County residents and at least one commission member must reside in each Supervisorial District. ESTABLISHED: September 16, 1986, by Ordinance No. 86-84; membership expanded April 5, 1988 by Ordinance No. 88-31 . Membership decreased to twelve by Ordinances 93-35 adopted 6-15-93. Membership increased to not less than 15 nor more than 20 by Ordinance ordered to be prepared on December 14, 1993. APPOINTED BY: Board of Supervisors TERM: Three years ending November 4 FUNCTIONS: To foster peaceful relations in the interest of preserving the public peace among citizens of different races, religions and national origins; and to promote positive human relationship for the purpose of insuring public peace, health, safety and the general welfare. REPORTS TO: The Board of Supervisors. MEETING TIME: COMPENSATION: Ten dollars per meeting, not to exceed four meetings (4) per month.
