FISCAL IMPACT No impact on the General Fund. Funding for the County projects is provided for in the 1995-96 Redevelopment Agency budget for the North Richmond Project Area. BACKGROUND/REASONS FOR RECOMMENDATIONS In December 1991, the North Richmond community appeared before the Board. of Supervisors to request their help in revitalizing the area. In January 1992, the Board requested that the Redevelopment Agency prepare a short-, mid-, and long-term Redevelopment Strategy for the North Richmond community. On March 3, 1992, the Board accepted the North Richmond Redevelopment Strategy that consisted of four program component areas : (1) administrative; (2) industrial and employment related; (3) gommunity facilities; and (4) housing rehabilitation and new construction. On June 21, 1994, the Board endorsed a joint application with the City of Richmond for federal Enterprise Community designation. The application provided for a comprehensive and coordinated City/County effort to address community issues in the greater Richmond area. On December 6, 1994, the Redevelopment Agency adopted its Implementation Plan for the North Richmond Redevelopment Area. This plan set forth a comprehensive strategy for agency activities, including housing, to address the blighting conditions in North Richmond. Housing rehabilitation and new construction has been a focal point for both the County and City of Richmond to create a catalyst for improvement in the greater North ' Richmond area. To maximize efforts and financing opportunities, staff recognizes the need to coordinate out activities. As a result, County and City staff have created a North Richmond Revitalization Strategy for housing activities . This strategy is embodies in a Memorandum of Understanding between the County Redevelopment Agency and the City. This strategy addresses four issues : (1) increasing homeownership; (2. ) eliminating vacant and abandoned buildings; (3) deferred maintenance and property management for rental properties; and ( 4 ) using housing development as a stimulus for economic development . This strategy outlines an action plan and sets goals for area improvements . RECITALS A. Existing Owner-Occupied Homes - Home Improvement Loans • The City and the County will participate in joint marketing activities to encourage homeowners to participate in their respective low-interest home loan program. The City will establish a deferred loan program for the North Richmond area similar to the program available In the unincorporated area. The City and the County will establish a goal of 10 new loans per year. 4.
