UA County Executive Director DATE: October 24, 1995 SUBJECT: Contract with Larry Patterson & Associates for Pleasant Hill BART Station Area SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS AUTHORIZE the Deputy Director - Redevelopment to execute a contract in an amount not to exceed $110,000 with Larry Patterson & Associates for a traffic study of circulation improvements and land use alternatives in the Pleasant Hill BART Station Area. FISCAL IMPACT No General Funds are involved. Redevelopment Agency funds are to be used for the consultant costs, with up to 50% of the costs to be reimbursed by the Contra Costa Transportation Authority (Measure C) via the City of Pleasant Hill. BACKGROUND/REASONS FOR RECOMMENDATIONS On October 2, 1995 the Pleasant Hill BART Steering Committee* unanimously recommended that the County undertake a comprehensive traffic study of land use and circulation improvement alternatives in/around the Pleasant Hill BART Station Area. The intent of the study is to identify the preferred improvements that will mitigate impacts created in the Area by development. As a separate issue, the study will identify mitigations for regional traffic that exists in the Area that can be funded by Measure C as identified in the proposed Strategic Plan. The study will utilize a process that is highly interactive with the community, as well as the Pleasant Hill BART Steering Committee and its affiliated Technical Committee (TAC). The initial steps will analyze many alternative circulation improvements. The Steering Committee and the TAC have recommended that the traffic study initially evaluate a broad range of circulation improvements in the area, including the David/Minert extension and the urban diamond interchange at Treat-Geary/North Main, which the Board previously removed from the study. These numerous alternatives will be screened down to a more manageable number by using the TAC and the Steering Committee. A public outreach program is also a central part of the work scope, given the level of interest in the issues. Elected or designated officials representing the County(2),cities of Concord, Pleasant Hill,and Walnut Creek,BART,Contra Costa Centre, and the Walden Improvement Association.
