SUBJECT: SPECIAL ENFORCEMENT PROGRAM BY CONTRA COSTA SHERIFF'S DEPARTMENT
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
1. RECOMMENDED ACTION:
AUTHORIZE provision for carry-over of$4,726.10 in unexpended Housing Authority funds into the 1995-96
county fiscal year and ALLOCATE an additional$10,273.90 to the Contra Costa County Sheriff's Department for
continuation of the special drug enforcement program,as recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
In the preparation of the 1995-96 Housing Authority operating budget,funds were budgeted and approved for
the continuation of the Contra Costa County Sheriff s Department special drug enforcement program.
III: REASONS FOR RECOMMENDATION/BACKGROUND
On September 9, 1994 the Board of Commissioners authorized carry-over of$6,646.24 and an allocation of
$8,353.66 to provide the Sheriff s Department with$15,000 to continue the special drug enforcement program for the
1994-95 county fiscal year. On July 27, 1995,the Housing Authority received a report from the Sheriff s Department on
the results of the special drug enforcement program.
A total of 251 arrests were made on or about Housing Authority property during fiscal 1994-95. A joint
operation of the Narcotics Bureau,Housing Authority Deputies,West N.E.T. and the J-Team,designed to target known
street dealers in or about Housing Authority property,resulted in fifteen Grand Jury indictments. In addition to this,the
Narcotics Bureau,J-Team and Housing Authority Deputies initiated a number of"Bust the Buyer"programs in which
non-residents were apprehended after purchasing narcotics in North Richmond.
During fiscal year 1995-96,a total of$10,273.90 was expended to outfit 22 investigators' cars with emergency
equipment. In compliance with State law,the equipment purchased consisted of emergency lights and sirens,which will
allow the Detectives to be more effective in the field.
In the past eleven years,this special drug enforcement program has been very successful as it has reduced the
amount of drug-related criminal activity in housing developments located in the unincorporated areas of the county
serviced by the Sheriff s Department.
For the 1995-96 fiscal year,the Sheriff s Department is requesting that funds be provided by the Housing
Authority to continue this special drug enforcement program. As the Sheriffs Department utilized only$10,273.90 of
the$15,000 supplied by the Housing Authority in 1994,they have requested that they be allowed to carry over the
$4,726.10 in unexpended Housing Authority funds into the 1995-96 county fiscal year,and that the Housing Authority
provide an additional$10,273.90,for a total of$15,000 to be expended in the 1995-96 county fiscal year.

At its Regular Meeting on Monday,October 16, 1995,the Advisory Housing Commission voted to recommend
that the Sheriff's Department be allowed to carry over the$4,726.10 in unexpended Housing Authority funds into the
1995-96 county fiscal year and that the Housing Authority provide an additional$10,273.90 for a total of$15,000,to
continue this special drug enforcement program.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners fail to respond positively to this request,efforts to curb the amount of
drug-related criminal activity in housing developments located in the unincorporated areas of the county serviced by the
Sheriff's Department would be adversely affected.

Subject: Annual Report
I am pleased to provide the attached report by Sergeant James Nichols, Special Investigations Unit
Commander, outlining our efforts to control drug traffic and related crimes in and around Housing
Authority property during the 1994/95 fiscal year.
By working closely with Housing Authority staff, I believe we were able to significantly reduce
criminal activities in the targeted areas. I am pleased with the benefits derived by our cooperative
agreement, and I hope we will be able to continue this productive relationship.
During the year, a total of$10,273.90 was spent from the special $15,000 account provided by
Housing Authority. This entire amount went toward the purchase of emergency equipment for
Investigations vehicles as previously outlined and approved. This equipment is being installed as the
vehicles are brought in for routine maintenance,thereby minimizing the amount of"lost" time for each
vehicle. I anticipate full use within the next ninety days.
I am requesting that the amount spent be reimbursed by the Housing Authority so that we may
continue to maintain the $15,000 special fund account.

Subject: Housing Authority Report Fiscal Year 94/95
During the fiscal year 94/95, the Sheriff's Office Narcotics Bureau has made a
concerted effort to target illegal drug sales and possession in or around Housing
Authority property. Programs initiated during this time have varied and include
both buyers and sellers.
The past quarter culminated a Joint operation consisting of the Narcotics Bureau,
Housing Authority Deputies, West N.E.T., and the -Team. The operation was
designed to target known street dealers in or about the Housing Authority
property. The operation was a success, resulting in fifteen Grand jury indictments.
In addition to this, the Narcotics Bureau, 3-Team, and Housing Deputies have
initiated a number of "Bust the Buyer" programs in which non-residents are
apprehended after purchasing narcotics in North Richmond.
In Rodeo, Detective G. Gifford has been assigned to act as a liaison with
Gwendolyn Miller, Rodeo Housing Authority Manager. Detective Gifford has
Initiated a "Probation Compliance" program In Rodeo and, specifically, In the
Housing Authority property. The Compliance Program targets convicted felons of
drug-related violations. To date, three probation searches have been conducted,
with more anticipated.
During the past year, a total of 251 arrests were made In or about Housing
Authority property. A breakdown of those arrests are as follows:

During the fiscal year 94/95, a total of $10,273.90 was expended to outfit 22

emergency tights and sirens, which will allow the Detectives to be more effective
In the field, as well as comply with State taw.
Of the $15,000 annual allocation, there remains a present balance of $4726.10
to be carried forward. 1 recommend that this Program continue and again, the
$15,1300 be made available for fiscal year 95196.
