SUBJECT: RESOLUTION EXECUTING A QUITCLAIM DEED TO THE CONTRA COSTA COUNTY
REDEVELOPMENT AGENCY FOR CERTAIN PROPERTY IN NORTH RICHMOND
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
1. RECOMMENDED ACTION:
APPROVE Board Resolution No. 3759 AUTHORIZING the Executive Director of the Housing Authority of
the County of Contra Costa to execute a certain Quitclaim Deed to the Contra Costa County Redevelopment Agency
for the property located at 212 Grove and 1553 Third in North Richmond, described in Exhibit A, and DIRECT the
County Real Property Division to have the Quitclaim Deed recorded in the Office of the County Recorder.
11. FINANCIAL IMPACT: None.
III. REASONS FOR RECOMMENDATION/BACKGROUND
Pursuant to a Disposition and Development Agreement between the Contra Costa Redevelopment Agency
(Redevelopment Agency)and Community Housing Development Corporation of North Richmond(CHIC), dated
September 13, 1994, the Redevelopment Agency has been acquiring all the sites on the block bounded by Chesley,
Third, Grove, and Second in North Richmond for a 52 unit affordable senior housing complex to be developed by
CHDC. The Housing Authority owned one of these sites, a vacant duplex at 212 Grove and 1553 Third. The
Redevelopment Agency has completed an eminent domain action on the property. The property has been conveyed
to the Redevelopment Agency by stipulated judgment and the agreed upon fair market value, $72,600, will be paid
to the Housing Authority pursuant to the terms of the judgment.
As a Housing Authority site,the property was encumbered by a Declaration of Trust recorded by HUD
which prohibited the Housing Authority from selling the site without HUD approval. Pursuant to Board Order No.
3756, dated August 8, 1995,the Housing Authority accepted a Quitclaim Deed from HUD which released the
Declaration of Trust from the record of title on the property. However,the County's title company is now requiring
the Housing Authority in turn to execute a Quitclaim Deed to the Redevelopment Agency for the property prior to
the title company issuing the title insurance.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not to authorize the execution of the Quitclaim Deed and direct
that it be recorded, future development of affordable senior housing at that site in North Richmond would be
jeopardized because the Redevelopment Agency would not be able to get title insurance on this property.

EXECUTING A QUITCLAIM DEED TO THE CONTRA COSTA COUNTY REDEVELOPMENT
AGENCY FOR A CERTAIN PROPERTY IN NORTH RICHMOND
WHEREAS, the Housing Authority of the County of Contra Costa(hereinafter referred to as"Housing Authority")is a public
body,corporate and politic established under the laws of California and empowered to own property;and
WHEREAS, the Housing Authority owned two vacant public housing units,212 Grove and 1553 Third;and
WHEREAS, pursuant to Board Resolution No.3759,executed on August 8, 1995,the Housing Authority accepted a Quitclaim
Deed from HUD,releasing HUD's Declaration of Trust on the property; and
WHEREAS, the best interests of the Housing Authority would be served by authorizing and directing the Executive Director of
the Housing Authority to execute a Quitclaim Deed to the Contra Costa County Redevelopment Agency directing
that it be recorded in the Office of the County Recorder:
NOW,THEREFORE,BE IT RESOLVED,as follows:
1. That the Board of Commissioners of the Housing Authority of the County of Contra Costa hereby authorizes
the Executive Director of the Housing Authority to execute that certain Quitclaim Deed for the property and directs the County
Real Property Division to have the Quitclaim Deed recorded in the Office of the County Recorder.
2. That this resolution shall take effect immediately.
