SUBJECT: AUTHORIZATION FOR A GENERAL PLAN REVIEW FOR MSM PROPERTY IN OAKLEY
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Authorize a General Plan Amendment Study for an approximately
37 acre area of MSM controlled property in Oakley.
2 . Granting authorization of this request does not imply any
support for this application, but only that this item is
appropriate for study.
FISCAL IMPACT
The applicant shall pay an amendment fee to cover the County's cost
of this study.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The applicant MSM Development Corporation has requested a General
Plan amendment study be authorized for an approximately 37 acres in
Oakley just south of State Route 4. MSM Development Corporation is
representing the owners of the property.
The property is currently planned for Light Industrial and
Commercial uses. They are requesting it be redesigned for Single
Family Residential High Density and Commercial uses.

The site is located near to downtown which is currently undergoing
a general and specific plan review and Environmental Impact Report.
With all the current concern over industrial lands and industrial
buffer, this requested change is appropriate for study.
Staff may need to adjust the study area boundaries to provide for
a more logical amendment study boundaries. Additionally, the site
is within the Oakley Redevelopment project area and it will need to
be coordinated with Redevelopment Agency staff.
Authorization of the study does not imply any concurrence with the
request but is limited to the issue that the concept is worthy of
study.
