SUBJECT: APPROVE and AUTHORIZE the issuance of a Request For Proposal
for Family Preservation and Support Program services in Bay
1 Point and Pittsburg's Parkside communities.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION
RECOMMENDATION•
APPROVE and AUTHORIZE the Social Service Director, or
designee, to issue Request for Proposal (RFP) #1041 for the
Family Preservation and Support Program (FPSP) services in
the communities of Bay Point and Pittsburg. These services
will provide support to families as identified in the five-
year-plan, approved by the Board and submitted to California
Department of Social Services in April 1995. Approximately
$62, 000 per community is available for the fiscal year
ending September 30, 1996. Resulting contracts will be
through that same date with the ability to renew for a
second Federal fiscal year, subject to Federal and State
funding and performance evaluation.
FINANCIAL IMPACT:
No additional County funding is required. Program funding
is 100% from the Federal Family Preservation and Family
Support Act.
BACKGROUND:
In December 1994, the Board approved the first year "plan to
plan" for FPSP. As part of the planning year, comprehensive
community needs assessments were done in Bay Point and
Pittsburg's Parkside communities.
As a result of this needs assessment, the following
priorities/services were identified:
1) Local Information and Personal Assistance to ensure
that each community is well informed about local
services, resources and events and that co unity
members know how to access what is avai e to best
meet their needs and wants. (Fam' S rt)

2) Community Development that will mobilize the community
to build an extensive self-help and mutual assistance
network to address the community's top priorities
including after-school and recreational activities,
child-care, transportation, adult educational
opportunities, employment, safety, sports, tutoring,
health and dental care, community pride and neighbors
helping neighbors. (Family Support)
3) Family Preservation Support Activities which will
provide comprehensive, intensive assistance to families
in crisis who are referred by the community, schools,
child welfare central screening or self. (Family
Preservation)
The period of funding for these services will be through
September 30, 1996, with the option for three one-year
extensions with increased funding for services in the
subsequent years. This is dependent upon the provision of
quality services with successful outcomes as determined by
the Social Service Department's ongoing monitoring and
evaluation of the services.
