FROM: Mark Finucane, Health Services Director z Contra s ---� Costa DATE: October 24, 1995 County SUBJECT: Fire Funding for Emergency Medical Service Enhancements From Measure H Funds SPECIFIC REQUESTS►OR RECOMMENDATIONIS)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Authorize the Auditor-Controller to provide the following agencies the amounts specified for EMS fire first- responder medical equipment, medical supplies and EMS training for FY 1994-95 and 1995-96 (two years). Crockett-Carquinez Fire Protection District 3,297 Dougherty Regional Fire Authority 8,497 East Diablo Fire 25,302 City of EI Cerrito Fire Department 18,488 Kensington Fire 4,910 Orinda Fire Protection District 13,796 City of Pinole Fire Department 13,635 City of Richmond Fire Department 59,150 Rodeo-Hercules Fire Protection District 20,088 San Ramon Valley Fire Protection District Responder Funds 45,666 Pilot EMS Dispatch Project 1,500 BACKGROUND: Under County Service Area EM-1, funding has been available for enhancements to the County EMS system, including first responder medical training, equipment, and supplies. Initial first responder service enhancements under CSA EM-1 included the purchase of defibrillation and related equipment, and the purchase of MCI/disaster supply caches assigned to various fire agencies throughout the County. In the past, funding has been based upon reimbursement for actual qualifying expenditures up to a predetermined allocation for each jurisdiction. Experience has shown that each jurisdiction has reached its maximum allocation each year. To simplify the distribution of Measure H first responder funds, the Health Services Department is now proposing to provide the full allocation to each jurisdiction up front. Each jurisdiction would be required to use the funds for in accordance with the existing guidelines and to provide an annual report on how funds were used. An additional $1,500 would be paid to San Ramon Valley Fire to offset half of the $3,000 training costs related to implementing an Emergency Medical Dispatching program being piloted inSa Ramon Valley for use countywide.
