SUBJECT: DECLARATION OF INTENT TO REJECT OFFER OF DEDICATION OF BOCA CANADA
ROAD - ALHAMBRA VALLEY AREA
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
A. DECLARE intent to reject offer of dedication of Boca Canada Road and confirm its status
as a privately maintained road.
B. DIRECT the Public Works Director to initiate proceedings to vacate the County's interest
in Boca Canada Road.
II. Financial Impact:
None to the County General Fund. Some staff time will be expended to vacate the right of way.
III. Reasons for Recommendations and Background:
In the late 1970s and early 1980s, several minor subdivisions, (MS 116-76, MS 283-78, MS 42-
85, an MS 52-86) created several parcels in the Alhambra Valley area and offered for dedication
to the County a road named Boca Canada Road. Boca Canada Road extends for about 3,000
feet between Rancho Del Lago Road and Rancho La Boca Road. These roads are located in a
hilly agricultural area between Alhambra Valley Road and Bear Creek Road. The area consists
of large acreage parcels, many of which are involved in agricultural operations, such as horse
boarding. Boca Canada Road is currently a privately maintained gravel road. Even though the
right of way was offered for dedication to the County, it is not a public road nor available for public
use until it is constructed to County road standards and accepted by the Board of Supervisors.
This would appear extremely unlikely because of its isolation and surrounding rural land uses.

III. Reasons for Recommendations and Background: (con't)
There has been some development in the area, and the question has arisen whether Boca
Canada Road should remain a private road or be protected for future public use. At issue is the
required set backs from the roadway for construction of site improvements on parcels that front
the road. Due to the hilly terrain, the increased set backs for a public road restricts the useable
developable area of these lots. Staff has reviewed whether Boca Canada Road should be
protected for public use and has concluded that there is no need for Boca Canada Road to ever
be a public road for the following reasons: 1.)Boca Canada Road is not needed for the general
circulation in the County, 2.) Boca Canada Road currently does not go through between Rancho
Del Lago and Rancho La Boca Road and serves as access to only four parcels, 3.) Boca Canada
Road is in a rural agricultural area with no plans for further urbanization, 4.) Boca Canada Road
only serves as a local road for local property access, 5.) Boca Canada Road is in an area of
privately maintained gravel roads, 6.) It is Staff's understanding that the property owners who
access on Boca Canada Road agree to the County's vacation of the offer of dedication.
IV. Consequences of Negative Action:
Staff would not have direction on the disposition of the offer of dedication on Boca Canada Road.
