County '� CUUN� SUBJECT: PROTECTING YOUTH FROM THE IMPACT OF TOBACCO SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Approve the attached resolution supporting the proposed Food and Drug Administration regulations and send it to the FDA by November 9th, and send copies to cities in the county to encourage them to pass similar resolutions. FISCAL IMPACT: No cost to the County. If fewer youth began smoking, savings to the county could be significant inasmuch as smoking-related deaths cost this county $188.2 million annually. BACKGROUND The Food and Drug Administration (FDA) has proposed and President Clinton has endorsed federal regulations to reduce the impact of tobacco on the youth of this country.The regulations would ban cigarette sales from vending machines, allow sales of cigarettes and chewing tobacco only to those over 18 years, ban the sale of individual cigarettes or packs with fewer than 20 cigarettes, forbid name brand tobacco advertising at sporting events and on products like t-shirts not related to smoking, forbid outdoor advertising within 1,000 feet of schools and playgrounds, limit cigarette advertising in magazines with significant numbers of young readers to black-and-white tent with no pictures. Tobacco companies would have to provide $150 million for a public education campaign. The FDA is taking public comment on this historic proposal until November 9th. The tobacco industry has been generating negative comments to FDA which are outnumbering the positive comments by a wide margins. Tobacco has a serious public health impact on the youth of this county and since Contra Costa County has led the way in creating clean indoor air ordinances, in restricting tobacco billboard advertising near schools and in creating smoke-free schools, it is appropriate for the Board of Supervisors to comment of the proposed FDA regulations. Contra ., Costa osta MARK FINUCANE, HEALTH SERVICES DIRECTOR County PATE: October 5, 1995 ra.cbiix� SUBJECT: PROTECTING YOUTH FROM THE IMPACT OF TOBACCO SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION IN THE MATTER OF PROTECTING RESOLUTION NO. 95/ 523 _ Youth From the Impact of Tobacco Whereas the rate of tobacco use among youth in Contra Costa County has remained unchanged and; Whereas school districts in Contra Costa County have established smoke-free polices AND; Whereas the state, the County and cities in Contra Costa County have enacted clean indoor air ordinances and: Whereas research indicates that advertising and easy access to tobacco influence young people to use tobacco and; Whereas most smokers begin using tobacco before age 19 and; Whereas tobacco-related deaths cause Contra Costa County $188 million annually and; Whereas Contra Costa County has provided leadership in addressing tobacco related issues; Now therefore be it resolved that the Contra Costa County Board of Supervisors supports the Food and Drug Administration's efforts to restrict youth access to tobacco and the impact of tobacco advertising on youth and; Be it further resolved that the Board of Supervisors calls on other cities, community organizations, youth, parents and all residents to lend their support to inoculating youth against the impact of tobacco.
