Martinez, CA 94553 Dear Ms. Bishop: Thank you for contacting me to oppose the funding cuts in homeless and housing programs in the House-passed VA-HUD appropriations bill. I opposed the cuts in this bill and find it appalling that the Republican House leadership's response to the growing number of homeless and low-income people in our country is to cut and eliminate the very programs that help them out of poverty. This is clearly a part of the leadership's assaults on all programs serving the needy-nutrition assistance, employment training programs, and low- cost housing programs-that are the mainstays of the fight against poverty and homelessness. While I am committed to reducing the federal deficit and setting realistic budget goals, it is neither logical nor fair to do so by cutting programs that serve low-income Americans. The House-passed VA-HUD bill cuts funding for homeless programs by 40% overall. It cuts housing assistance programs by 50%. These decreases would impact the following programs: Emergency Shelter, Supportive Housing, Section 8 moderate rehabilitation of single-room units for the homeless, Shelter Plus Care,.and certain activities under the innovative homeless initiatives demonstration program. The following programs would be eliminated: incremental Section 8 rental assistance contracts, public housing development; severely distressed public housing, drug elimination grants, HOPE homeownership grants, the YouthBuild program, the National Homeownership Trust demonstration, and congregate services. The bill also establishes minimum rents for families living in private federally-assisted Section 8 housing and requires such families to contribute a larger portion of their income towards rent. Finally, the bill freezes funding for the Community Development Block Grant program(CDBG) and limits CDBG loan guarantees at half of the current level. The Senate VA-HUD bill, which passed earlier this month, also cuts these programs but significantly less than the House did. The differences in the two bills will be reconciled in the td C."
