Thank you for contacting me to express your support for
federal funding for the Rock Slough Screening project . It was
good to hear .from you and I have enclosed some information for
your perusal .
As you know, The.- Central Valley Project Improvement Act
(CVPIA) requires the Secretary of the Interior to screen the
Contra Costa Canal intake, which is the primary water source for
the Contra Costa Water District (CCWD) . The Act provides that
the federal share of this project will be 75 percent of the total
project cost.
Another federal regulation has mandated that this project be
pushed forward. A U.S . Fish and Wildlife Service biological
opinion requires that the screening process be completed by
October 1998 . As a result, the CCWD began to build a fish
monitoring station at its own expense in 1995 . This $100, 000
station was begun in good faith to ensure that the overall
project will be completed by the required deadline.
I agree that the federal government should take steps to pay
a share of this mandated screening project . T_ have been working
with the Contra Costa Water District to provide funding for the
Rock Slough fish screens. I was pleased to request a line-item
appropriation to the Contra Costa Water District in the Fiscal
Year 1996 Bureau of Reclamation budget of $80, 000 to support work
to determine fish screening requirements, define an approach to
meet these requirements, and develop a design concept, project
schedule, and funding plan. As you know, this appropriation was
included in the Energy and Water Appropriation Bill that passed
the House. As debate on this bill proceeds, I will continue
working to protect the Rock Slough funding.

On behalf of the Contra Costa Water District,I want to express very deep appreciation for
your success in inserting initial funding for the Contra Costa Canal (Rock Slough) fish
screens in the FY 96 Energy and Water Appropriations bill. The District was advised today
that the House Appropriations Committee has added$80,000 to the USBR budget to
initiate work on this project.
The District recognizes that this is a very challenging year in which to obtain funding for
any new project. The willingness of the Committee to include initial funding for the Contra
Costa Canal fish screen in the FY 96 budget is a mark of notable success on your part.
The District is prepared to work with you in the future, as this project moves forward,to
obtain the additional resources needed to complete this federally required project. Again,on
behalf of the 400,000 people served by the Contra Costa Water District, thank you for your
diligent and successful effort.

Dear Chairman Miers,
I am writing to request initial funding for a federally
mandated project to improve environmental protection in the San
Francisco Bay Delta, and to assure a continued water supply for
more than 400, 000 residents of central and eastern Contra Costa
County, California.
Title 34 of P.L. 102-575, Sec. 3406 (b) (5) of The Central
Valley Project Improvement Act (CVPIA) requires the Secretary of
the Interior to screen the Contra Costa Canal intake, which is
the primary water source for the Contra Costa Water
District (CCWD) . The act_ provides that -the. federal_ share _of .this
prof-ect will be 75 percent -of the total project -cost _ -

Initial estimates for the total completion of the Contra
Costa Canal intake screening process range from $2 million to $10
million, depending on the extent of federal regulations on this
project. To date, no federal funds have been allocated for this
screening project which was required by federal law and federal
agency requirements.
I request a line-item appropriation to the Contra Costa
Water District in the Fiscal Year 19.96 Bureau of Reclamation
budget of $80, 000 to support work to determine fish screening
requirements, define an approach to meet these requirements, and
develop a design concept, project schedule, and funding plan.

This funding may be a general obligation, or a specific
obligation from the CVP Restoration Fund. I further request the
appropriation of $1,250, 000 for the initial federal commitment to
support field work and design for the screening project.
