MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: October 17, 1995 SUBJECT: Marsh Creek Road Precise Alignment Map Revision, August 28, 1995 Board Referral C.123 SPECIFIC REQUESTS) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. Recommended Action: DIRECT the Public Works Director to revise the Precise Alignment Map for Marsh Creek Road to provide for a two lane arterial to be consistent with the County General Plan. II. Financial Impact: No impact to the General Fund. III. Reasons for Recommendations and Background: In 1969 the County adopted a Precise Alignment Map for Marsh Creek Road depicting a four lane road between the Clayton City limits and Morgan Territory Road. Since that time, planning efforts in the region have determined that Marsh Creek Road will be a two lane arterial roadway and this is reflected in the Circulation Element of the General Plan adopted in 1991. The Board received a request from TRANSPAC and TRANSPLAN, dated July 20, 1995, to amend the Precise Alignment Map to be consistent with the General Plan. The current Precise Alignment Map for Marsh Creek Road allows for 90 feet of pavement within a 110 foot right of way. Staff recommends that the pavement width be modified to provide for a two lane arterial standard but that the 110' foot right of way be preserved to allow for a trail facility through the corridor as well as slope easements to provide adequate sight distance. IV. Consequences of Negative Action: If the Precise Alignment Map, for Marsh Creek Road is not revised it 11 continue to be inconsistent with the County General Plan.
