SUBJECT: RESULTS OF MANAGEMENT EVALUATION
UNDER THE PUBLIC HOUSING MANAGEMENT ASSESSMENT PROGRAM
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
RECEIVE the total weighted Public Housing Management Assessment Program(PHMAP)score of
94.29%for the Housing Authority of the County of Contra Costa under the U. S. Department of Housing and
Urban Development management evaluation for fiscal year ending March 31, 1995.

None at this time.
III. REASONS FOR RECOMMENDATIONBACKGROUND
The Public Housing Management Assessment Program (PHMAP)has been established in accordance
with Section 502 of the National Affordable Housing Act of 1990, as amended, and'allows HUD to ensure
that public housing functions as a well-managed enterprise on a uniform,nation-wide basis to'the benefit of
its residents and the public that supports it.
On August 8, 1995,the Housing Authority of the County of Contra Costa submitted its Public
Housing Management Assessment Program certification and related documentation to the Department of
Housing and Urban Development. We have now received notification,dated September 27, 1995, from Joyce
M. Roberson, Director, Office of Public Housing, San Francisco,that the total weighted PHMAP score for the
Housing Authority is 94.29%and that the Housing Authority is designated as a High Performer.

Dear Mr. Martinez:
The purpose of this letter is to inform you of the
Contra Costa Housing Authority' s final Public Housing
Management Assessment Program (PHMAP) score and status.
Your Authority' s total weighted PHMAP score for the
assessment for the fiscal year ending March 31, 1995, is
94 .29%. The data in the enclosed Scoring Report shows the
indicator name and grade for each indicator, and the
components within indicators for the fiscal year ending
March 31, 1995 . As a result of your -total weighted PHMAP
score, the Authority.:is -hereby designated- as High Performer.
You may appeal the management assessment rating on the
basis of data errors, or highly unusual circumstances that
occurred after you submitted the certification and request
for modifications and exclusions. You must demonstrate that
a successful appeal will have a significant impact on your
score (e.g. , at least a 5% point increase) or performance
standing (e.g. , will result in high performer designation) .
If you submit an appeal, you will need to produce new
documentation not previously submitted at the time you
submitted your certification and/or your request for
modifications and exclusions .
The appeal shall be received by this office no later
than close of business 14 days after receipt.,-of . this
notification letter. If your appeal is not received by that
date, your score' will' become final. No additional
Notification will be sent to your Authority.
