Bragdon Director of Community Development DATE : October 17, 1995 SUBJECT: Community Development Block Grant (CDBG) Project Agreement and Loan Documents for Rumrill Gardens Development Project SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION / RECOMMENDATIONS APPROVE a change of use for a site previously acquired with 1993/94 CDBG funds to permit a portion of the site to be used for small business development and a community center. AUTHORIZE the Deputy Director, Redevelopment, or his designee to enter into CDBG Project Agreement 21-199,0 with. -Lao Family Community Development, Inc. (LFCD) for $71, 250 for small business development for the Rumrill Gardens Development Project; and execute required loan documents with LFCD for this purpose . AUTHORIZE. the Deputy Director, Redevelopment, or his designee to enter into CDBG Project Agreement 21-1991 with LFCD for $78, 750 for a community center for the Rumrill Gardens Development Project; and execute required loan documents with LFCD for this purpose . FISCAL IMPACT No General Funds are involved. CDBG funds for this project were provided to the County through the U. S . Department of Housing and Urban Development . (via Community Development BY � �� � DEPUTY October 17, 1995 page 2 BACKGROUND/REASONS FOR RECOMMENDATIONS On December 1, 1993, the Housing and Community Development Advisory Committee voted to recommend that the Board of Supervisors approve a site acquisition allocation of $240, 000 from the Housing Development Assistance Fund (HDAF) to Lao Family Community Development, Inc. for the Rumrill Park Affordable Housing Project. The purpose of the Rumrill Park Affordable Housing Project is to remove a condition of neighborhood blight and improve - affordable housing opportunities for very-low and low-income households in West County. Accompanying the housing project is the phased in construction of a commercial development for small businesses and a community center. The original CDBG allocation to the Rumrill Gardens Project totaled $240, 000 for site acquisition. Other funding for the Rumrill Park Affordable Housing Project includes Low Income Housing Tax Credits (LIHTC) . However, LIHTC' s are being limited to the housing portion of the project and cannot be applied to the commercial development and the community center land acquisitions . Therefore, it is necessary to subdivide the site into the three components, housing, commercial development and community center, and to apply $150, 000 of the original CDBG funds to the commercial and community center sites. The commercial site is approximately 150 of the total site and the community center is approximately 16. 70 of the total site . These two sites represent 31 . 70 or $150, 000 of the CDBG allocation.
