FROM: TRANSPORTATION COMMITTEE DATE: October 2, 1995 SUBJECT: REPORT ON THE STATUS OF THE CCTA'S 1995 STRATEGIC PLAN SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS 1 . Authorize the Chair of the Board of Supervisors to sign a letter to the Chair of the Contra Costa Transportation Authority to request that the Authority consider other funding sources available to the CCTA and its member jurisdictions that could be used for Strategic Plan projects in lieu of Measure C funds and thereby allow full funding of the State Route 4 West safety project in addition to the other projects proposed in the 1995 Strategic Plan during the next seven years; 2. Direct the Community Development and Public Works Directors to review proposed federal legislation on establishment of an infrastructure bank and report back to the Transportation Committee with a recommended position and whether such legislation should be proposed at the state level. FISCAL IMPACT None directly. The County may need to explore other revenue opportunities identified by the Authority in order to fund projects proposed in the Strategic Plan. THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR BY • , DEPUTY Report on°the Status of the CCTA's 1995 Strategic Plan October 2, 1995 Page Two BACKGROUND/REASONS FOR RECOMMENDATIONS 1995 Strategic Plan The Transportation Committee has been monitoring the update process for the Strategic Plan, which was last adopted in 1993. This Plan identifies how the Contra Costa Transportation Authority (Authority) will spend Measure C sales tax revenue during the next seven years for projects identified in the Measure C Expenditure Plan. Approximately $47 million in additional Measure C revenue is available for new programming during this seven-year period. Authority staff has identified funding requests which include $26 million for already-committed projects. The remaining $21 million will be allocated to State Route 4 West safety project which will provide four travel lanes between Cummings Skyway and 1-80. The Transportation Committee is concerned that the proposed Strategic Plan falls $12 million short of full-funding for the State Route 4 West safety project. Although construction could occur in 1999, sufficient funds are not programmed to complete it during the next seven years. Full funding of the State Route 4 West safety project may not be addressed until the next update of the Strategic Plan, to occur in 1997, when the Authority will likely face some tough issues in delivering the remaining projects on the Measure C Expenditure Plan with only 19% of the Measure's funds left unclaimed. The Committee believes opportunities exists now to achieve full funding of the State Route 4 West safety project in addition to the other projects proposed in the Strategic Plan by looking at other revenues besides Measure C funds that are available to the Authority and its member jurisdictions. Other revenue sources include, but are not limited to, bridge tolls, state and federal funds, and fees. These other revenues may not be as easy to obtain or use as Measure C funds, but the consequence of delaying the State Route 4 West safety project is worse. Based on the recent State Supreme Court decision, the prospects for an extension of the Measure C sales tax have diminished considerably. We need to make the extra effort to examine all opportunities to fund projects that are important to our residents and businesses. We urge the Board to request the Authority to consider these other funding sources when allocating the Measure C dollars in the 1995 Strategic Plan. The Committee does not view this opportunity as requiring that projects proposed in this Strategic Plan not be built within the next seven years. On the contrary, any change in proposed Measure C allocations should only occur if a project has an opportunity to attract other funding sources not yet considered, and further the purposes of the Strategic Plan as envisioned in the ballot measure. Exhibit A includes a draft letter to the Chair of the Authority requesting that they explore the use of other funds not currently addressed by the Strategic Plan in constructing the proposed projects during the next seven years. Federal Infrastructure Bank Recent discussion between Committee members and our Congressional delegation have covered federal legislation to establish an infrastructure bank to help state and local jurisdictions fund high priority projects such as State Route 4. The Committee has requested staff to report back to the Committee with further information on this legislation.
