SUBJECT': Ratification of the Zoning Administrator's Decision Regarding Shell Oil
Company's Compliance with Conditions of Approval (LUP 2009-92)

RECOMMENDATIONS
Ratify the Zoning Administrator' s decision that Shell Oil Company
has complied with Condition of Approval 422 for the Cogeneration
Unit.

BACKGROUND/REASONS FOR RECOMMENDATIONS
When the Board of Supervisors approved the Land Use Permit for
Shell Oil Company' s Clean Fuels Project (County LUP 42009-92) , the
Board specified that the Zoning Administrator' s decision regarding
several conditions of approval be placed on the Board' s consent
calendar for ratification. As directed by the Board at the October
4, 1994 meeting, the County Zoning Administrator' s decision
discussed herein has been placed on the Zoning Administrator' s
agenda for October 9, 1995 . Any comments received at t e meeting
will be forwarded to the Board.

Condition of Approval #22 : Hazard and Operability Study
This condition requires Shell Oil to prepare a Hazard and
Operability Study and Accident Consequence Analysis for all
elements of the Clean Fuels Project with the exception of the
office building, the control rooms and the maintenance/warehouse
buildings .
Shell Oil Company completed the required study for the Cogeneration
Unit (also referred to as the Boiler 6 Plant) . This information
was evaluated by the Risk Management and Prevention Program Team of
the Health Services Department . Their review included a detailed
examination of the hazard analyses and off-site consequences as
well as scrutiny of all the programs or aspects of the Company
(e. g. , operating procedures, preventive maintenance programs and
operator training) which are designed to prevent or mitigate
accidents or process anomalies . The review included document
assessments, management and operations personnel interviews and
inspection of the unit to verify that it conforms to the design
presented.
The Health Services Department concluded that the Shell Hazard and
Operability Study/Accident Consequence Analysis adequately
identifies process hazards and that no additional mitigation should
be required. The Health Services Department will conduct follow-up
field inspections to ensure that construction conforms to the
design specified, and that all measures identified have been
followed.

SUBJECT: CONSENT ITEM FOR SHELL REFINERY CLEAN FUELS PROJECT
CONDITION#22, FOR THE COGENERATION UNIT
Executive Summary:
The Contra Costa County Health Services Department (CCCHSD) Hazardous Materials Risk
Management and Prevention Program team has completed the Clean Fuels Project review for the
Cogeneration Unit. Shell plans to start-up the Cogeneration Unit about November 6, 1995. Shell
submitted a summary of the Hazard and Operability Study(HAZOP)to you and CCCHSD on August
21, 1995.
Process Description:
The Cogeneration Unit will produce electricity and steam for the Martinez Manufacturing Complex
MMC). The unit consists of a 20 megawatt (MW) steam turbine generator (STG) and two identical
40 MW gas turbine generators(GTG) each coupled with a heat recovery steam generator (HSRG) for
combined power generation capability of 100 MW. Each HSRG is design to produce 300,000 Lbs per
hour of 650 psig steam. Each GTG is design to burn 100 % natural gas, natural gas combined with
MMC produced fuels, and can burn 100 %propane during a natural gas curtailment. All the electricity
and steam produced by the Cogeneration Unit will be consumed internally by the MCC.
CCCHSD Findings:
My staff has performed a detailed fine-by-line examination of the Cogeneration Unit HAZOP study that
included our reviewing the design of safety systems as well as operational and maintenance issues.
Additionally, my staff has field checked the unit, which is still under construction, to verify that it
basically conforms to the design presented in the HAZOP.

We find that the Shell HAZOP adequately identifies process hazards and that no mitigations other than
those identified by Shell are required.
My staff will perform a follow up review, consistent with Condition #23 of;the Land Use Permit, to
ensure that all mitigations identified have been implemented.
Conclusion:
We recommend approval of the HAZOP study for the Cogeneration Unit.
