Transportation National Highway Traffic Safety Administration
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Chair, Board of Supervisors, to execute on
behalf of the County, Cooperative Agreement Award #28-565-1 with the
U.S. Department of Transportation National Highway Traffic Safety
Administration (NHTSA) , in the amount of $34, 500, for the period from
October 1, 1995 through September 30, 1996, for the Traffic Safety and
Health Partnership Development Project.
II. FINANCIAL IMPACT:
Approval of this Agreement will result in $34, 500 of Federal funding
during the period from October 1, 1995 through September 30, 1996, for
the Traffic Safety and Health Partnership Development Project. No
County funds are required.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On December 6, 1994, the Board of Supervisors approved Cooperative
Agreement #28-565 with the U.S. Department of Transportation National
Highway Traffic Safety Administration. Agreement #28-565-1 will
continue the funding agreement.
This project is an extension of the Department's existing traffic
safety-oriented injury prevention projects that require project
dissemination beyond Contra Costa County. Continuing this agreement
will further implement the plans developed as a result of assessment
and evaluation . performed during the current agreement. This project
will transfer technical information to those outside entities which
demonstrate an interest in the Prevention Program's injury prevention
programming model.
The Board Chair should sign four copies of the Agreement. Three
copies of the Agreement and three certified and sealed copies of this
Board Order should be returned to the Contracts and Grants Unit.

Task 8
The Grantee will complete quarterly reports on Tasks 1-7 and Tasks 9=15. The Grantee will also
complete a final report on Tasks 1-7. This final report shall contain a report of the processes
used (assessment, work plan development,'etc.), strategies, activities, results and
recommendations.
Task 9
The Grantee, in coordination with NHTSA, will implement a plan which will provide county
health programs, with minimal or non-existent collaboration with,the traffic,safety community, a
model for traffic related injury prevention. The model,will emphasize: l) strategies to address the
importance of focusing on injuries as well as fatalities; 2)the identification of costs associated
with motor-vehicle crashes, injuries and fatalities vs. prevention costs; 3) strategies to encourage
resource allocation and resource development for traffic injury prevention programs; 4)
importance and application of data and data linkages; and 5) development of collaborative efforts
through effective coalition building techniques.
Task 10
The Grantee will be available to provide technical assistance to state and county health
departments interested in starting, or in the process of. implementing traffic related-injury
prevention programs. Such technical assistance will.also be made available for traditional traffic
safety programs interested in applying injury prevention models to,their programs or in effective.
collaboration with health agencies.
Task 11 -
In cooperation with the University of California at Berkeley, School of Public Health and Civil
Engineering, the Grantee will,develop and implement a demonstration motor vehicle injury
control instructional course at.the University. The Grantee will.subsequently provide models for t
{ and technical;assistance to other schools of public health to develop injury control curriculum with
focus on traffic related injuries. The Grantee will promote academic training partnerships with
health departments and other agencies with traffic safety.goals to establish field placements for
public.health undergraduate and graduate school level students.
Task 12 -
Based on the level of interest exhibited`in the Region's medical school assessment,.the Grantee
will provide medical schools, medical residency and health care training programs with academic
and clinical,practice models for injury control with focus on traffic related injuries. Emphasis will
be placed on clinical practice in health maintenance organizations and other managed care,
settings.

Task 13
The Grantee'will serve as,a member on various,regional and.state injury control and traffic safety
task forces and coalitions and attend appropriate hearings and conferences to represent the injury
prevention and.control initiatives of Region 9.
Task 14
The Grantee,will provide EMS and Bicycle Safety programs management and oversight for'
Region 9.
Task 15
The Grantee will develop a plan for a traffic safety injury control resource database, accessible via
modem or diskette,.for state and county health departments implementing traffic safety programs.
Task 16
The Grantee will complete a final report on.Tasks•9-15. The final report shall contain the
processes used (assessment, work plan development, etc:) strategies,-activities, results and
recommendations. _
