SUBJECT: REPORT ON ASSEMBLY BILL 1671 (Katz) PETROLEUM VIOLATION ESCROW ACCOUNT APPROPRIATIONS FOR 1995 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Authorize the Chair of the Board of supervisors to sign letters to Senator Boatwright and Assemblyman Rainey for their effort on our behalf to include funding for the countywide bicycle program in AB 1671 . FISCAL IMPACT None. BACKGROUND/REASONS FOR RECOMMENDATIONS Earlier this year the Board requested support from our legislative delegation to obtain funds for implementation of a three-year Countywide Bicycle Program. We are pleased to report that $250,000.was appropriated in AB 1671 (Katz) for this purpose. We strongly recommend that a letter be sent from the Chair of the Board of Supervisor thanking our representatives for their effort on our behalf. Implementation of AB 1671 is contingent on passage of AB 285 by the Legislature and its signature by the Governor. AB 285 can be taken up when the Legislature reconvenes in January, and as an urgency statute, can take effect as soon as the Assembly concurs and the governor signs the bill. AB 285 is a non-controversial bill. With the passage of Assembly Bill 1671 (Katz), and its anticipated approval by the Governor, Contra Costa is poised to to launch an innovative bicycle action program. Bicycling is a healthful mode of transportation that does not pollute the environment, require extensive parking, or consume fossil fuels. Contra Costa County is blessed with an excellent system of regional trails, linking the County and maintained by the East Bay Regional Park District. In addition, many cities and the County are actively building bicycle facilities in their communities. Our goal is to increase the numbers of people bicycling on these facilities to work, school, shopping and other destinations. This grant will enable us to implement our Bicycle Action Plan. We are deeply grateful to you and the Legislature for your assistance in making this program a reality.
