BACKGROUND:
On February 14, 1995 the Board of Supervisors formed a Better Government Task Force
of 9 members, composed as follows:
2 members representing the Society of Professional Journalists, one an attorney and one
a local journalist.
1 member selected from names submitted by the Radio-Television News Directors
Association.
1 member representing the League of Women Voters.
1 member designated by the Board of Supervisors.
2 County department heads nominated by the County Administrator
2 members of the General Public who have demonstrated interest in or have experience
in the issues of citizen access and participation in local government.
On September 26, 1995, the Board of Supervisors appointed the two general public
members to the Task Force. Most of the remaining nominations have now been made by
the groups designated to make nominations, as is noted above. It is, therefore,
appropriate to make the above appointments. The one remaining seat is the one which
is to be designated by the Board of Supervisors. At some point in the near future the
Board should give some thought to who it wishes to appoint for this remaining seat.
The role of the Task Force, as set forth in the Ordinance establishing the Task Force is
to:
1. Advise the Board of Supervisors and provide information to County departments on
appropriate ways to implement the Better Government Ordinance.
2. Recommend appropriate goals to ensure practical and timely implementation of the
Better Government Ordinance.
3. Propose to the Board of Supervisors amendments to the Better Government
Ordinance.
4. Report to the Board of Supervisors on any practical or policy problems encountered
in the administration of the Better Government Ordinance.
-2-
5. Recommend to the Board of Supervisors an administrative process of review and
enforcement for the Better Government Ordinance which could be accomplished
by the use of a volunteer ombudsman whole role would be to mediate and resolve
disputes, disagreements and conflicts that occur as a result of the enactment of the
Better Government Ordinance.
