IN THE BOARD OF SUPERVISORS
OF
CONTRA COSTA COUNTY, STATE OF CALIFORNIA

as WHITE CANE SAFETY DAY in Contra ) RESOLUTION NO. 951470
Costa County )
WHEREAS, the white cane, which every blind citizen of Contra Costa County has the right to
carry, demonstrates and symbolizes the ability for a blind person to achieve a full and
independent life and the capacity to work productively in competitive employment; and
WHEREAS, the white cane, by allowing every blind person to move freely and safely from place
to place, makes it possible for blind citizens to participate fully and to contribute to our society;
and
WHEREAS, motorists should be aware that the law requires blind pedestrians carrying a white
cane or using a dog guide shall have the right-of-way; and
WHEREAS, California law also calls upon employers, both public and private, to be aware of
and to utilize the employment skills of our blind citizens by recognizing their worth as individuals
and their productive capacities as employees; and
WHEREAS, through the public education and outreach efforts of the National Federation of the
Blind of California, citizens of Contra Costa can look forward to a continued expansion of
employment opportunities for and greater acceptance of blind persons in the competitive labor
market; and
WHEREAS, we encourage all citizens to learn to understand what it means to be blind and to
recognize the white cane as an instrument of safety and self-help for blind pedestrians on our
streets and highways.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors declares October 15,
1995 as WHITE CANE SAFETY DAY in Contra Costa County.
PASSED AND ADOPTED ON October 10,` 1995, by a unanimous vote of the Board members
present.
