Approve the allocation of$2,718,000 in HOME Investment Partnership Act (HOME) funds for the following
projects and purposes:
• First-time Homebuyer Program/Bay Point and North Richmond $ 500,000
• Pittsburg Neighborhood Revitalization Project $ 300,000
• Community Housing Development Organization Operating Support $ 50,000
• Transitional Housing for Battered Women $ 105,000
• Sierra Garden Apartments $ 488,000
• HOME Housing Development Assistance Fund $1,043,700
• Program Administration $ 231,300
FISCAL IMPACT
Funds are from the HOME Program and are allocated to the Contra Costa Consortium through the U.S. Department
of Housing and Urban Development (HUD). No General Funds are involved.

B.ACKGROUND/REASONS FOR RECOMMENDATIONS
The purpose of the HOME Program is to increase and maintain the supply of affordable housing for lower
income households. Funds are allocated on a formula basis by HUD to eligible Participating Jurisdictions (PJs)
and Consortia. The Contra Costa Consortium consists of Contra Costa as the Urban County Representative
and the Cities of Antioch, Concord, Pittsburg, and Walnut Creek. The Consortium area includes all of Contra
Costa with the exception of the City of Richmond, which is an independent HOME PJ. As the Consortium
Representative, the County is responsible for administration and management of the HOME Program. The
program is implemented through the Community development Department.
During the FY 1995 funding cycle, $2,718,000 in HOME funds are available for eligible affordable housing
programs and projects in Contra Costa:
• $2,313,000 FY 1995 HOME allocation
• $ 405,000 Previously unallocated and returned HOME funds*
• $2,718,000 TOTAL FUNDS CURRENTLY AVAILABLE
*Includes $400,000 in FY 1994 HOME funds allocated to the Riviera Place Multifamily Housing Project in Walnut Creek returned by
Project Sponsor due to loss of site,rendering project infeasible.
As specified in the Consortium Agreement, the HOME Technical Review Committee was established by the
Board of Supervisors to develop recommendations for the allocation of HOME funds. The FY 1995 Committee
funding recommendations are the result of a competitive application process initiated in April 1995. A Notice
of Funding Availability was sent to over 80 jurisdictions, public agencies, affordable housing developers and
interest groups active in the Consortium area. The Department received nine applications requesting over $2.5
million in HOME funds. Projects were reviewed and recommendations developed based on the following
criteria: consistency with Consortium/County HOME priorities; eligibility under federal regulations; target
population and the alleviation of affordable housing needs; project feasibility; cost-effectiveness; match and
leveraging of other resources; experience; affirmative marketing program; timeliness; and local/community
support.
Projects recommended for funding are summarized in Attachment A. Consistent with County/Consortium
priorities, the recommended projects include:
• $500,000 to provide acquisition/housing rehabilitation loans to an estimated 40 first-time homebuyers
in Bay Point and North Richmond. Project will facilitate revitalization of these areas through an
increased incidence of homeownership and the rehabilitation of existing units.
• $300,000 for a program to provide housing rehabilitation loans to over 60 very-low and low-income
homeowners (includes 20 assisted with HOME funds) in a City of Pittsburg target area. Project will
assist lower-income households, maintain the existing affordable housing stock, and help to revitalize
the target area.
• $50,000 to provide operating support and expand the affordable housing development capacity of
Community Housing Development Corporation of North Richmond, an active nonprofit and approved
Community Housing Development Organization for HOME.
• $105,000 for the new construction of six transitional housing units for battered women and their families
in Central County. Project previously approved for HOME funds; additional funds represent final
financing required to complete project.
. • $488,000 for the acquisition and rehabilitation of 29 units of multifamily rental housing in Walnut Creek,
including 24 units affordable to very-low and low-income households.
In addition, the Committee recommends that $1,443,000 in HOME funds be placed in a reserve account and
allocated to additional affordable housing projects as they develop during the program year. These funds would
be made available on an open window basis to projects which meet specified funding and eligibility requirements.
Due to issues concerning required match, timeliness, and project feasibility, the Committee stated that it would
be premature to award HOME funds to three HOME applicants (see Attachment B). A fourth project was
withdrawn by the Project Sponsor due to community opposition and an inability to provide the required match.
The Department will continue to work with the project sponsors in an effort to resolve outstanding issues and,
if feasible, encourage reapplication for HOME funds at a more appropriate time.
