Accept report from the County Administrator on County participation in the master planning for the City of Pittsburg Civic Center Complex; 2. Authorize and Direct the County Administrator to continue to work with the City of Pittsburg in their master planning effort. FINANCIAL IMPACT: The changes in parking and access to all buildings in the Civic Center as proposed in the City of Pittsburg's new master plan would require the County to expend a minimum of $200,000 to realign the access to the County building at 45 Civic Drive. BACKGROUND: The City of Pittsburg recently resolved to proceed with a master plan for their civic center, which includes the County building housing the Delta Municipal Court and other functions. The Civic Center site encompasses the Pittsburg School District Administration, Chamber of Commerce, National Guard Armory, Pittsburg Branch Library and several City offices in addition to the County building. The proposed plan would reorganize and add space to the City offices and relocate all of the current parking to the center of the complex which is at the rear of the County Building. The City plan proposes to turn the current parking along Civic Drive into landscaping and open space. The reversal of the parking location and. the reorientation of the building access to what is now the rear of the building creates very serious issues of court security, in-custody access management, building maintenance and internal building circulation. The cost for the required reorientation of the access would cost an estimated $200,000 excluding any mitigation for the security and circulation issues. The City Council has declined to pay the cost of any changes to the County Building or access required as a result of their proposed plan. The City has taken the position that if the County does not concur in the proposed plan they will proceed with a plan that includes demolition of the city jail presently being used for in-custody court holding cells. If the County agrees to participate in the plan they will retain the holding cells. The Delta Court judges have informed the City staff that potential changes in court organization may reduce or eliminate the importance of the holding cell issue. Although there is no funding currently available for court expansion and future organizational changes for the courts is uncertain it is desirable to continue to work with the City on the master plan in order to preserve future expansion options for the County building and the courts. City staff have indicated that continued discussion of the County concerns may provide solutions that may be acceptable to both agencies and allow for an improved civic center with increased parking on a shared basis for everyone.
