Contra . t FROM: Mark DeSaulnier Costa 4o¢z October 3, 1995 County�:•.• DATE: �a•.•, Jy ,rA SUBJECT: DIRECT Human Resources Director to Meet With Internal Operations Committee Regarding Criteria on Classification Issues SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION DIRECT the Human Resources Director to meet with the'Internal Operations Committee to provide information regarding the criteria used in determining whether filling a vacant "project" position will require testing or be accomplished by a direct appointment and also what criteria is used in determining whether filling a vacant "exempt" position will require testing or be accomplished by a direct appointment. Also, to provide statistics regarding the percentages of the last 100 project positions filled by examination or direct appointment and to provide information regarding the procedure required for direct appointment. Also, DIRECT the County Administrator's Office to meet with the Internal Operations Committee to provide information regarding what criteria is used to determine whether a request from a department to be exempted from the hiring freeze should be granted. REQUEST the Internal Operations Committee to recommend any changes, if appropriate, in the criteria used in determining testing requirements for "project" and "exempt" positions and criteria for hiring during a freeze. BACKGROUND Due to the confusion regarding testing requirements for project and exempt positions, and issues relating to why some positions are exempted from a hiring freeze and some are not, it is appropriate that the Internal Operations Committee be provided with information on current practices regarding these issues so that recommendations, if any, can be presented to the Board of Supervisors for consideration. Further, it is appropriate for the Internal Operations Committee to review the current hiring freeze exemption criteria given ongoing fiscal concerns.
