Mr. Cullen is an employee of Contra Costa County. FINANCIAL IMPACT: None. One hundred percent federal funds. REASONS FOR RECOMMENDATIONS/BACKGROUND: Federal Job Training Partnership Act (JTPA) legislation requires there be a Board appointed Private Industry Council (PIC) that in partnership with the Board. of Supervisors, is responsible for the operation of the JTPA grant. In accordance with a Board Order approved July 19, 1994, the Private Industry Council was directed to make.recommendations for appointments to the Council directly to the Board of Supervisors, without the need to go through the Internal Operations Committee. Appointments to the business categories on the Private Industry Council must be selected from a single list of nominations submitted by the County Chambers of Commerce (attached); the Walnut Creek Chamber of Commerce has agreed to receive nominations from other County Chambers and compile a single list of nominations from other County Chambers for consideration by the Board of Supervisors. The twenty PIC members are appointed to staggered two year terms with incumbency limited to three full terms. The nominees (Joan Kelley-Williams, Cindy Turner, Stephanie Ferguson, Helen Spencer, Richard Foley, Myrtle Ballard) are all eligible for reappointment; it is the unanimous request of the PIC that they all be reappointed so we can continue to utilize their skills and maintain a core of experienced PIC members. (Applications are attached.) The PIC recommends the appointment of Charles Woods, principal of Charles Woods and Associates, to a Business Category which was created by Christopher Smith who choose not to reapply for reappointment; the term ending is 9/30/97. Mr. Woods has background and experience in human resources and also served on the San Francisco PIC. The PIC recommends the appointment of John Cullen, Director of the Contra Costa Social Service Department; the term ending is 9/30/97. Mr. Cullen is familiar with programs operated by the PIC and was a past member of the Merced County PIC.
