Program: Special Needs for General Assistance Eligibles Recommendation: With regard to the Board and Care supplement, Resolution No. 92/698 be revised to state: "the supplement plus the General Assistance standard of aid shall not exceed the amount of the prevailing SSI/SSP non-medical board and care rate for a disabled person." Background In addition to the General Assistance standards of aid authorized by state law, the Board of Supervisors has adopted Resolution No. 92/698, a discretionary special needs program under Government Code §26227 to provide additional aid in special cases. Special needs require verification of need, and management level approval. The Department recommends that the Board adopt an amendment to section c, iii relating to the Board and Care supplement which may be allowed for General Assistance recipients who have been placed in Board and Care living arrangements by an Adult Protective Services social worker in the following circumstances: 1. the individual has an SSI application or appeal pending, 2. the allowance is limited to six months, subject to review, 3. the recipient must agree that supplemental payments shall be repaid to the county from the federally paid SSI/SSP benefits. The Resolution currently places a cap of $349 on the monthly special need allowance. The Department recommends that the cap be eliminated, and reference to the prevailing SSI/SSP rate be added. Fiscal Impact: The fiscal impact is minimal. This allowance is authorized in no more than twelve' cases per year, with reimbursement received from SSI/SSP in most instances.
