RECOMMENDED ACTION APPROVE submission of an application to the City of Concord for Community Development Block Grant (CDBG) funding. The application amount will be $75,000. II . FINANCIAL IMPACT None. III . CONSEQUENCES OF NEGATIVE ACTION A decision not to approve this application could result in loss of expanded services to an already existing collaboration with the City of Concord. IV. REASONS FOR RECOMMENDED ACTION The proposed action is for submission of a grant application in a competitive process . . There are no guarantees of allocation or amount. If the request is granted by the City of Concord, it will allow for continuation and expansion of an existing collaborative program between CSD Weatherization Division and the City of Concord in its Neighborhood Preservation Program. PROJECT DESCRIPTION a.: PURPOSE: The requested funds would be used to perform energy efficient housing rehabilitation for seniors and handicapped residents in the target area(s). These funds would be used to supplement existing weatherization funds in order to serve homes where the existing funding is not sufficient to perform all needed repairs to the structure. The current LIHEAP maximum is $2,000.00 per unit and the DOE maximum is$1800.00 per unit. 2 Contra Costa County Community Services Department Weatherization Division Project: Energy Efficient Housing Rehabilitation Activities funded currently include combustion appliance safety testing and repair or replacement, attic insulation and venting,glass and/or window repair or replacement, low-flow showerheads, water flow restrictors, electrical outlet gaskets, caulking, broken glass replacement,weather- stripping doors and minor home repairs supplemental to installation of the weatherization items and ceiling fans which are installed in a central location in the housing unit. All weatherization work currently performed is done so with the written approval of the property owner,who.additionally agrees, in the case of rental property, not to raise the rent on the property as a result of the work we do. Eligible supplemental activities would include: repairs to or replacement of roofs repairs to or replacement of walls repairs to or replacement of ceilings repairs to or replacement of floors repairs to or replacement of heating or cooling appliances and/or the heating or cooling system repairs to or replacement of water heating units and/or related plumbing repairs to or replacement of inefficient gas combustion appliances including those which may present a safety hazard repairs to or replacement of exterior doors and jambs retrofitting of windows with energy efficient windows The Housing'& Energy Division will perform blower door testing on all units having a duct system and will perform duct and shell sealing as indicated by those tests. Combustion appliance safety testing will be performed an all units and.Carbon Monoxide detectors will be installed in accordance with State standards. These improvements would be reimbursed at our actual cost to perform the work and would be limited to no more than $3,000 per dwelling unit rehabilitated, including the cost of any building permits required. The reimbursable costs would be those in excess of the maximum allowable expenditures under the LIHEAP or DOE contract work performed. The Housing and Energy Division has successfully performed contracts with the state to accomplish energy efficient housing rehabilitation in conjunction with the existing weatherization programs. The impact of these programs for the low income client is high, resulting in a lower proportion of available income being used to pay utility bills and vastly increased comfort and safety. 3 Contra Costa County Community Services Department Weatherization Division Project: Energy Efficient Housing Rehabilitation b. PROGRAM COMPONENT BENEFITING The Weatherization component of the Housing and Energy Division will perform the work using existing staff and vehicles. C. OBJECTIVE The funds will allow the Weatherization program to provide a much more expanded and effective energy conservation program to work in conjunction with the City of Concord's Neighborhood Preservation Program resulting in more effective housing rehabilitation which will reduce the PG&E bills for electric and gas service. d. STAFF Existing Weatherization staff will be involved in the administration of this project. Staff consists of currently existing Weatherization staff and sub-contracted Heating and Air Conditioning (HVAC) repair or replacement to a licensed plumbing and heating contractor. e. CONCORD RESIDENTS WHO BENEFIT The activity will be primarily focused in the census tracts of 3362,3381,3361,3372,3552 and 3280 (Re: Map 1) qualified at household income of 150% of the 1995.Federal poverty guidelines. Qualified clients outside of those census tracts will also be considered based on need. Instrumentation includes pressure gauges that enable the operator to determine the flow of air through the fan as well as the pressure the fan induces on a dwelling. Since leakier houses s require more air flow to induce a given pressure difference, blower doors can measure the relative h9 leakiness of a house. When used as a diagnostic instrument,they can also reveal the location of many p leaks,thus providing a clear target for air sealing. When the job is partially or fully complete, blower doors also provide technicians with fast feed- back on the effectiveness of their work,thus contrib- uting to increased practical wisdom on the part of the technicians and to the overall professionalization and efficiency of the weatherization process itself. Experience has shown that high preweatherization blower door readings of flow(at a standard pressure of 50 pascals, for example) are r .4.., strongly correlated with success in air sealing, as revealed by substantially lower postweatherization blower door readings. Significantly, blower doors are also useful in revealing what does not need to be done, allowing Blower door setup,outside view. weatherization crews to concentrate on real prob- lems. This observation illuminates critical features `\ of the evolution of the weatherization program and building science. Prior to the advent of blower door technology f II and the detailed analysis of patterns of convective energy losses, conventional wisdom held that most =3. air leakage occurs toward the mid-height of the conditioned envelope,primarily through doors and windows. Accordingly, application of weatherstripping and caulking in those areas was y advocated in DOE instructions and related publica- tions and was widely practiced by weatherization technicians and others. In the early days of blower- door-aided diagnostics and air sealing—which for i most weatherization agencies included the period of this evaluation—these practices continued. In fact, blower doors do reveal leaks from doors and win- dows although their effects are amplified, since small areas result in high-velocity air currents. Gradu- ally, however, it was discovered that leakage from doors and windows represents a relatively small percentage of convective losses in most dwellings, and that genuinely serious leaks tended to occur at Blower door setup,inside view. By this HUD standard, four of every five poor households in the United States are unable to find affordable housing.= Poor Renter Households In 1985, about three of every five households living below the poverty line were renters. ("rhe poverty line in 1985 was $8,573 for a family of three.) These poor renter households devoted extremely large portions of their limited incomes to cover the basic housing costs of rent and utflities. (See Figure L) ■ Some 45 percent of all poor renter households — or 3.1 million poor households — paid at least 70 percent of their incomes for housing costs (i.e., rent and utilities) a ■ The typical (or median) poor renter household paid 65 percent of its income for housing. That is, half of all poor renters had rent and utility burdens exceeding 65 percent of their income, while the other half had rent burdens below this level.` ■ Nearly two of every three poor renters (63 percent) . or 43 million households — paid at least half of their income for rent and utilities. Thus, a number of housing analysts believe HUD's 30-percent-of-income standard to be too high. An alternative concept of affordability is presented in Appendix A. Because this report uses 30 percent of income as the standard for affordability, its findings may be considered conservative in their portrayal of the nation's*low income housing problems, particularly for large households. Major injuries to three adults; minor injuries to two children. Extended family using kerosene and electric heaters and stove for heat; no gas service . Space heaters not involved with fire. Cause of fire: electric stove turned on to warm kitchen ; all four burners on and oven on with door open. Pot on stove. ATTACHMENT 4 Contra Costa County Community Services Department Weatherization Division Project: Energy Efficient Housing Rehabilitation From "WEATHERIZATION WORKS: An Interim Report of the National Weatherization Evaluation" Health, Safety, Jobs, and Environment For the purposes of the evaluation, selected nonenergy benefits were assigned a dollar value, but the methods used to estimate their value varied. Estimates of environmental benefits relied on a literature review and on information about the proportions of weatherized dwellings using various fuel types and the average savings of different fuels. Estimates of employment benefits combined a literature review with data on Program employment,the skill levels of workers,and managers'judgments cgncerning the job market for weatherization workers.Data on Weatherization Assistance Program expendi- tures for home repair were used to quantify the benefits associated with maintaining or enhancing property values and extending the lifetimes of dwellings. The monetary benefits of reducing the incidence of fires were quantified using insurance industry data. Estimates of reductions in arrearages were based on a literature review and data on payment histories collected on the dwellings included in the evaluation.For each benefit included in the estimate, we developed an average value per weatherized dwelling. Ultimately, the dollar value of nonenergy benefits resulting from the weatherization of single-family and small multifamily dwellings was esti- mated to be'$976.
