REFER TO THE FINANCE COMMITTEE AND SOCIAL SERVICES DIRECTOR THE
SUBJECT: REVIEW THE POTENTIAL IMPACT' OF CHANGES AT THE STATE AND FEDERAL
LEVELS ON CONTRA COSTA COUNTY'S IN-HOME SUPPORT SERVICES PROGRAM
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)A BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
( 1 ) Refer to Finance Committee to request a status report from
the Acting Social Service Director on the state's budget proposal
calling for the restructuring of the fiscal and programmatic
relationship between the state and the counties .
( 2) Refer to Acting Social Services Director to establish a
process to study service delivery enhancements to the IHSS program.
The process should include participation from the Contra Costa County
In• Home Services Coalition, ALIVE and other organizations/individuals
directly impacted by the program. The goal of this process is to
pr,apare a plan of action for the Board of Supervisors' consideration.
BACKGROUND INFORMATION: The IHSS program is a state-mandated
home care program targeting low-income disabled and elderly persons .
Without the assistance provided through IHSS ( In-home Supportive
Services) many of these individuals would be placed in nursing homes
or seriously at risk of injury, neglect or other trauma. This program
provides much needed assistance to the elderly and younger disabled
and to ill individuals . In Contra Costa County the program impacts
nearly 7 , 000 residents .. The Contra Costa County In Home Services
Coalition is a broad-based coalition that includes representatives
from public and private agencies. as well citizens concerned about IHSS
and the many people this program impacts.
There were two major changes that occurred recently, one on the
Federal level and one on the state level that impact IHSS programs .
Recently federal funds became available through Medicaid Title XIX

Personal Care Services Program became available to statewide IHSS
programs and SB35 was passed on the state level which permits the
development of a centralized registry of screened trained providers
who can then be matched more efficiently with eligible IHSS
recipients .
I recently met with the IHSS coalition and ALIVE. Both
organizations are eager to participate in any discussions to explore
opportunities this legislation presents to improve our local program.
Additionally, the Contra Costa County Coalition would very much like
the opportunity to present information and the consumer perspective on
these programs to the Board of Supervisors .
