Dear Tom,
I'm writing you to request reappointment to the Eastern Contra Costa Transit Authority (Tri Delta
Transit) Board of Directors.
My overall qualifications are on file in your office. I would, however, like to share some of my
accomplishments as your representative to Tri Delta Transit during the past two years. These are
issues initiated by me and supported unanimously by the entire Tri Delta Board.
• Established a defined Travel Policy for the Tri Delta staff. (There had been no travel
policy for staff and travel was in essence, unlimited.)
• Established a separate line item on Tri Delta's Budget for staff travel. In the past, it
had been lumped into administrative expenses.
• Established a policy that the Budget and Administration Committee review the
monthly American Express bill in detail. Past policy had been that the Board was
asked to approve a total dollar amount without any knowledge of what the charges
were for. The bill often ran more than$2,000.
• Developed a better understanding of the Manager's Expenditure Authority. The
manager has a$5,000. authority without prior Board approval. In my opinion this
should be for operational supplies and labor only. This position was supported by the
Budget and Administration Committee. (The manager had purchased a non-
operational $1,500 item that should have had prior approval.)
• Recommended an Annual Review Process to evaluate the District and Manager's
Performance. This process has been approved by the Personnel Committee and is on
the Board's Agenda for action this month. I'm confident that it will be approved.
As you can see, in addition to being a very active board member, I have taken the lead in
establishing accountability and improving the operation of the District.
Tom, thank you for providing me with the opportunity to serve and I would appreciate the
opportunity to continue as a board member of Tri Delta Transit.
