( 2) Request County Counsel to develop an ordinance banning new bill boards . ( 3) Send copies of the draft ordinance on tobacco and alcohol advertising to the Substance Abuse Advisory Board and the Youth Commission and notify them of the date of the public hearing on this . matter. BACKGROUND INFORMATION: The alcohol products and tobacco products industries often target youth in their advertisement campaigns . Without regard to the health consequences, these advertisements attempt to attract new customers at a vulnerable age to their products and capture a population that will support their businesses for a great length of time. Low income and minority neighborhoods are often targeted successfully for this type of advertisement that glamorizes smoking and drinking to our youth. Promotion of this type is an attempt to impose on youth the concept that smoking and drinking will assist them in their quest for success . Numerous studies support findings that children seeing "larger than life" ads on bill- boards promoting sale of alcohol and tobacco products are significantly more likely to engage in their use. Further, these youth are more likely to become involved in the use of illegal drugs through the use of these "gateway" addicting substances .
