HomeMy WebLinkAboutMINUTES - 01241995 - S.10 to: BOARD OF SUPERVISORS Contra Supervisor Tom Torlakson :L ` FROM: Supervisor Mark DeSaulnier ' Costa January 24, 19 9 5 �`•�••w Count/ DATE: STATUS OF THE IMPLEMENTATION OF VIOLENCE PREVENTION ACTION PLAN SUBJECT: AND AMMUNITION SURCHARGE; CONSIDER LEGISLATION AND LOCAL BAN ON THE SALE AND MANUFACTURE OF "RHINO" AND OTHER TYPR OF AMMUNITION SPECIFIC REQUEST(S)OR RECOMMENDATIONS)i BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: ( 1 ) Request regular monthly reports to the Board by the Health Services Department, County Counsel, and the Sheriff on the implementation of the Violence Prevention Action Plan and the status of the surcharge on ammunition. (2) Direct the County Administrator and legislative advocates in Sacramento to pursue State and Federal legislation that would ban the sale and manufacture of "rhino" and other types of ammunition strongly o0posed by law enforcement officers . (3 ) Direct County Counsel to examine the feasibility of imposing a local ban on the sale and manufacture of such ammunition if State and Federal legislation is not forthcoming. BACKGROUND INFORMATION: There is a justified concern in the community about the alarming increase in crime. Each morning we read about acts of violence in our neighborhoods -- drive by .shootings, stabbings, robberies, sexual assaults . Law enforcement officers, those sworn to protect our communities have a difficult enough job protecting our communities without the threat of ammunition like "Rhino The sale and manufacture of Rhino would take away the only protection police officers have =- the bullet-proof vest. The Rhino bullet was designed to break into thousands of fragments upon contact with human flesh and one version, the "Black Rhino" has been designed to penetrate bullet stopping material such as kevlar. Once these bullets are on the market, there .is no way to assure they won't fall into the wrong hands . In Contra Costa County that means that without a specific ban on Rhino ammunition, the 1,650 federal firearm licensees could be selling Rhino ammunition in the near future.
