SUBJECT: In the Matter of Opposing the Merger of the San )
Francisco Bay Conservation and Development )
Commission with the California Coastal Commission )
The Board of Supervisors of Contra Costa County RESOLVES that:
WHEREAS, the San Francisco Bay Conservation and Development Commission was created in
1965 in response to strong community opinion to protect and assure the wise use of San Francisco Bay,
and was later given authority to protect the Suisun Marsh, both natural resources with regional, state, and
national importance; and
WHEREAS, since its creation the San Francisco Bay Conservation and Development Commission
has been widely recognized, praised, and copied as an agency that has achieved its twin mandates of
balancing the conservation of the Bay's natural resources with needed economic development; and
WHEREAS, the Governor's Budget for fiscal year 1995-96, released on January 10, 1995, proposes
to abolish the San Francisco Bay Conservation and Development Commission at the end of 1995 and
transfer its staff and duties mainly to the California Coastal Commission but also to the San Francisco Bay
Regional Water Quality Control Board; and
WHEREAS, the Bay Conservation and Development Commission has carried out its state-
mandated duties and responsibilities in an extremely cost-effective, equitable, and appropriate manner for
many years; and
WHEREAS, eliminating the Bay Conservation and Development Commission would undermine
environmental protection efforts around San Francisco Bay and the Suisun Marsh, and also jeopardize the
long term economic health of the San Francisco Bay region; and
WHEREAS, eliminating the Bay Conservation and Development Commission would greatly reduce
local representation in decisions affecting the Bay and Suisun Marsh and which would adversely affect
Contra Costa County and its citizens; and
WHEREAS, transferring the duties of the Bay Conservation and Llopment Commission to the
California Coastal Commission would increase costs to permit applicants and local agencies, and
inconvenience concerned members of the public while saving little, if any, state funds; and
WHEREAS, it is unwise to abolish or reorganize effective state agencies without first completing a
thorough and objective study in consultation with regional, state, and national stakeholders of how San
Francisco Bay and Suisun Marsh can best be managed and regulated.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa County
hereby urges Governor Wilson to withdraw the proposal to merge the San Francisco Bay Conservation and
Development Commission with the California Coastal Commission and requests the Legislature not to
approve any such measure.

n Protects San Francisco Bay—a resource of state and national
importance—at a cost to each Californian of less than 8¢ a year,
n Ended unnecessary filling of San Francisco Bay which was consuming
2,300 acres of the Bay annually in the 1960s (about 1/3 of the Bay has
been filled since the Gold Rush in the 1850'5.)
n Increased the size of San Francisco Bay by over 800 acres since 1965 by
requiring diked areas to be restored to the Bay to mitigate new fill
projects.
n Approved new development which provides over 100 miles of public
access along the Bay shoreline.
n Approved over 3 3/4 billion dollars of construction projects around the
Bay that are crucial to the region's economic growth.
n In partnership with local governments, is protecting the 85,000 acre
Suisun Marsh as one of the largest brackish marshes in the continental
United States.

environmental organizations by balancing its conservation and
development responsibilities.
n Promotes the region's maritime economy by reserving shoreline areas
for the growth of ports and industries, and approving port and
dredging projects.

SUBJECT: RESOLUTION ON SAVING BCDC
I requested the County Community Development Department staff to prepare the attached
Resolution urging the retention of the Bay Conservation and Development Commission.
Governor Wilson's proposed budget calls for abolishing the Commission and transferring
its functions over to the California Coastal Commission.
I recommend the County should oppose the abolition of the Commission.
