SUBJECT: KELLER CANYON LANDFILL LOCAL ADVISORY COMMITTEE
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
AUTHORIZE the Keller Canyon Landfill Local Advisory Committee to continue to meet
until February 28, 1995, with an allowance for a limited extension (not to exceed
three months) to be granted by the Director of Community Development if necessary.
FISCAL IMPACT
There will be no impact on the County General Fund. All staff time and costs related
to this Committee are `paid by the Keller Canyon Landfill Company.

BACKGROUND/REASONS FOR RECOMMENDATIONS
In February 1994 the Keller Canyon Landfill Local Advisory Committee wrote to the
Board of Supervisors requesting an extension to hold regular meetings through the
1994 calendar year. The reason for the request was because the Keller Canyon
Landfill Property Valuation Study had not been completed and presented to the
Committee. The request was forwarded by the Board to the National Performance
Review Report Committee (Board Order dated April 12, 1994 is attached).

On July 12, 1994 the Board authorized the continued meetings of the Keller LAC and
established a sunset date of January 31, 1995 (memo from C. Van Marter dated August 23,
1994 is attached).
The Keller Canyon Landfill Property Valuation Study was completed and a presentation to this
Local Advisory Committee was scheduled for January 11, 1995. This meeting was postponed
because the consultants scheduled to make the presentation were unable to leave Sonoma
County due to the recent storms and subsequent flooding. The presentation has been
rescheduled for early February.
The main purpose for granting the previous extension to this Committee was to remain active
until the results of this Property Valuation Study were presented. This request for an
additional extension would provide the time needed for the awaited Property Valuation Study
presentation.

RECOMMENDATIONS
1. Authorize the Keller Canyon Landfill Local Advisory Committee to continue to meet every other
month through December 1994.
2. Authorize the Director of Community Development to allow the Keller Canyon Landfill Local
Advisory Committee an additional six month extension to hold regularly scheduled meetings,
H necessary.'
FISCAL IMPACT
None. Costs for staff time associated with the Keller Canyon Landfill Local Advisory Committee are
paid by the permittee (Keller Canyon Landfill Company).
REASON FOR RECOMMENDATIONS/BACKGROUND
The Keller Canyon Landfill Local Advisory Committee wrote a letter dated February 23, 1994 to the
Board of Supervisors requesting an extension to hold regular met;tings through the 1994 calendar year.
The letter was placed on the March 8, 1994 Board of Supervisors agenda as item 1.57
(Correspondence). These recommendations have been made in response to the request in the February
23, 1994 letter.
The Land Use Permit 2020-89 Condition of Approval 11.2 called for the formation of the Keller Canyon
Landfill Local Advisory Committee (LAC). This Condition of Approval also states that the LAC shall
hold meetings "at least quarterly through the first-two years of operation". As of May 994 the landfill

will have been in operation for two years. One of the significant studies related to the Keller Canyon
Landfill, the Property Valuation Study, will not be completed by the two-year anniversary date for
landfill operations. The estimated time frame for completion of this study is late Summer or early Fall
of 1994. The LAC has expressed a strong interest in continuing to hold regular meetings until the
results of the Property Valuation Study are made' available and presented. Approval of the
recommendations of this Board Order would: 1) allow the LAC to hold regularly scheduled meetings
through the 1994 calendar year, and 2) allow an additional six month extension to hold regularly
scheduled meetings, if necessary.
The Land Use Permit 2020-89 Condition of Approval 11.2 also states 'that beyond the second
anniversary of landfill operations (May 1994) the LAC may continue to hold meetings annually with
the provision of meetings on call by the chair or the written request of 3 or more members. The
provision for annual and/or on call meetings would come into effect after regularly scheduled meetings
authorized by the recommendations of this Board Order have been concluded.

SUBJECT: ABOLISHING THE K R CANYON LANDFILL
CITIZENS ADVISORY COMMITTEE
As you may be aware, on July 12, 1994, the Board of Supervisors fixed the sunset
date for the Keller Canyon Landfill Citizens Advisory Committee as January 31, 1995.
No further action is required by the Board unless someone wants to further extend
the life of the Committee. Tht, actual language of the,Board's Resolution reads as
follows:

10. Keller Canyon Landfill Citizens Advisory Committee
There does not appear to be any mandate for the existence of this
Advisory Committee. The Advisory Committee was originally
only intended to meet for a period of two years after the Landfill
opened, but the Advisory Committee has asked the Board of
Supervisors to extend its life for several months.
