SUBJECT: Approve Joint Exercise of Powers Agreement with West County Wastewater District for
the Appian Way Triangle Realignment Project

Specific Request(s) or Recommendation(s) & Background & Justification
I, RECOMMENDED ACTION:
APPROVE the Joint Exercise of Powers Agreement between Contra Costa County and West
County Wastewater District for sanitary sewer work to be included in the Appian Way Triangle
Realignment Project in the EI Sobrante area.
AUTHORIZE the chairperson to execute the Agreement.
II. FINANCIAL IMPACT:
This Agreement will have no financial impact on the County.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
Several West County Wastewater District sewer facilities located within the limits of the proposed
road improvements are in a state of disrepair and need to be replaced. To avoid the extra
expense and disruption of constructing the sewer modifications as a separate project, the County
and the District propose to include the sanitary sewer work as part of the Appian Way Triangle
Realignment Project.

IV. CONSEQUENCES OF NEGATIVE ACTION:
A negative action would cause the sewer work to be advertised and constructed under a separate
contract from the road realignment resulting in an increase in the overall cost and a decrease in
the quality of the final road improvements.
