APPROVAL OF THIS ADJUSTMENT CONSTITUTES A PERSONNEL/SALARY RESOLUTION AMENDMENT.
The individual selected for this position will be responsible for
the administrative functions associated with a comprehensive
maintenance program including the development of policy and
procedures which follow local, state, federal and JCAHO rules and
regulations; code compliance; and document maintenance for all
inspections, tests and repairs performed at the facilities.
The cost for this new position ($3738/mo. ) will be offset by the
elimination of fees currently charged to the Health Services
Department by the General Services Department.
So that we may finalize this agreement with General Services,
please place this item on the next available Board agenda. If you
have any questions regarding this action, please contact me.

FACILITIES MAINTENANCE MANAGER
DEFINITION•
Under general direction, manages overall operation, maintenance and
repair of buildings, utility systems and grounds at Merrithew
Memorial Hospital and other health care facilities.
DISTINGUISHING CHARACTERISTICS:
This single position class is responsible for the overall direction
and operation of the Facilities Maintenance Organization for the
Hospital and other health care facilities. This position is
distinguished from the class of Facilities Manager, in that the
latter is responsible for all of the logistic services for Health
Services Department.
The Facilities Maintenance Manager receives general program and
policy direction from the Facilities Manager.
TYPICAL TASKS:
Develops and implements a comprehensive preventative maintenance
program for the Hospital and other health care facilities
buildings, utility systems and grounds; maintains documents on all
inspections, tests and repairs performed on buildings, utility
systems and grounds; analyzes and improves operation, maintenance

This is a request to establish the class of Facilities Maintenance
Manager at salary level C5-2108 ($3738-4543) and add one 40/40
position.
Currently the day to day oversight of building maintenance and
repair for Merrithew Memorial Hospital and other health care
facilities is assigned to the Facilities Maintenance Coordinator.
This is a General Services Department position assigned to the
Health Services Department receiving program and policy direction
from the General Services Department Building & Grounds Manager.
This arrangement is sufficient for the daily coordination of
activities performed by the trade staff assigned to Health
Services, but lacks the authority necessary to manage the
operational functions. A decentralized management unfamiliar with
the complicated requirements of JCAHO and other Hospital policies
and procedures is in a difficult position to set priorities
consistent with Health Services Department needs.
This P-300 will establish a positon responsible for the development
and implementation of a comprehensive preventative maintenance
program for the Hospital and other health care facilities based on
the needs and priorities of the Department. The Facilities
Maintenance Coordinator will continue to provide direction and
supervision to the maintenance employees assigned to our
Department. To ensure further consistency in the maintenance
program, the General Services Department has agreed to make
permanent staff assignments (carpenter, electrician, plumber etc. )

and repair methods;` resolves operational, maintenance or repair
service problems with affected division/unit; participates in
Hospital and other health care facility inspections; documents
deficiencies, corrective action plan and completion of plan.
Serves as a member of Hospital Safety and Disaster Preparedness
Committees; develops, schedules and implements education and
training in-service programs for maintenance staff and hospital
staff; reviews trouble call, repair and maintenance work orders and
incident reports routinely for Quality Assurance reporting; reviews
remodeling and new construction documents; ensures maintenance
staff has reviewed documents and comments are forwarded to
Architectural Division; works closely with Architectural Division
planning and development of projects required OSHPD review;
develops, implements and maintains departmental policies and
procedures which follow local, state, federal and JCAHO rules and
regulations; ensures department staff keeps current on code
compliance; maintains departmental code/regulation library; assists
in departmental budget preparation; maintains maintenance and
repair budget.
MINIMUM QUALIFICATIONS:
License Required: Valid California Motor Vehicle Operators
License.
EXPERIENCE•
Seven (7) years of full time, or its equivalent, experience
performing maintenance/repair work in major facilities of which
four (4) years were in supervising subordinate employees in at
least one of the following areas: structures, heating, ventilating
and air conditioning systems, electrical systems, plumbing or
steamfitting.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of the tools, materials, equipment, personnel, methods
and practices employed in maintaining and repairing buildings,
utility systems and installed systems. Knowledge of local, state,
OSHPD and JCAHO regulations as they pertain to hospital and other
health care facilities operation, maintenance/repair and
construction. Knowledge of budget preparation and management.
Ability to effectively plan, organize and direct the activities of
General Services Department Staff in the operation, maintenance and
repair of Health Services Department Facilities, ensuring safe, -
effective and efficient service. Ability to prepare plans for
short and long range facilities maintenance plans.
