ORDINANCE NO. 95-5
EXTENSION OF ORDINANCE NO. 94-49
PROVIDING FOR A TEMPORARY STABILIZATION
AND CONTROL OF RENTS WITHIN MOBILEHOME PARKS
The Board of Supervisors of the County of Contra Costa ordains as
follows :
SECTION I. FINDINGS AND PURPOSE. On October 4, 1994, the Board
of Supervisors adopted Ordinance No. 94-49 providing for a
temporary stabilization and control of rents within mobilehome
parks in the unincorporated area. The Board of Supervisors
hereby finds and declares that the findings and declarations in
Ordinance No. 94-49 continue to be true, and that it is necessary
and in the public interest to extend the interim mobilehome park
rent stabilization and control measures set forth in Ordinance
No. 94-49.
SECTION II. EXTENSION. Ordinance No. 94-49 is extended in
effect and operation to and including May 2, 1995, by amending
its Section III, subsection A, to extend its operation beyond
120 days to and including May 2, 1995.
SECTION III. EFFECTIVE PERIOD, PUBLICATION. This ordinance
becomes effective thirty days after passage (on second reading) .
This ordinance shall continue in effect until and including May
2, 1995.
Within fifteen days of passage, the Clerk shall publish this
ordinance once with the names of the Supervisors voting for and
against it in the :the Contra Costa Times a newspaper
published in this County.

SUBJECT: Sixty Day-Extension of Ordinance No. 94-49 Providing for a
Temporary Stabilization and Control of Rents within Mobilehome Parks
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION : Pursuant to the Special Mobilehome Task Force' s
recommendation, introduce, waive reading, and fix January 24,
1995 for second reading (unless waived) and regular adoption of
the. aforementioned Ordinance.
FISCAL IMPACT : County cost of administering and enforcing the
ordinance is not known at this time.
BACKGROUND/REASONS FOR RECOMMENDATIONS
On October 4, 1994, the Board adopted Ordinance No. 94-49
providing for a temporary stabilization and control of space
rents in mobilehome parks in the unincorporated area of the
County. Ordinance No. 94-49 will expire by its terms on or about
March 3, 1995.
Pursuant to the Board' s September 20, 1994 direction, the Special
Mobilehome Task Force has been meeting to consider
recommendations to the Board on a permanent rent stabilization
ordinance or an accord agreement.
At this time, it appears that a final recommendation by the
Special Mobilehome Task Force may not be completed sufficiently
in advance to allow the Board the option of instituting permanent
measures before the expiration of Ordinance No. 94-49. The
Special Task Force therefore recommends adoption of an ordinance
extending Ordinance No. 94-49 for sixty days or two months.
