HomeMy WebLinkAboutMINUTES - 01171995 - 2.3 a 3 ._. = _ Contra TO: BOARD OF SUPERVISORS Costa FROM: Val Alexeeff, Director County Growth Management and Economic Development Agency DATE: December 13, 1994 SUBJECT: Participation in the Tri-Valley Council Comprehensive Bubregional Planning Committee (TVC/CSPC) SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Accept report on the status of the Tri Valley Council Comprehensive Subregional Planning Committee (Committee) grant application to the Association of Bay Area Governments' Comprehensive Subregional Planning Pilot Project, approve a resolution supporting the Committee's grant application (see Exhibit A) , and request periodic reports to the Board of Supervisors on the Committee's activities. FISCAL IMPACT None at this time. BACKGROUND/REASONS FOR RECOMMENDATIONS On December 5, 1994, the Board of Supervisors approved participation of Supervisor Gayle Bishop in the Tri Valley Council/Comprehensive Subregional Planning Committee and requested County staff to report to the Board on the Committee's grant application to the Association of Bay Area Governments (ABAG) . The grant application was submitted last month and proposed a six- month effort to address key subregional planning problems that transcend the boundaries of the Tri-Valley jurisdictions. County staff has identified the following planning issues that could significantly benefit from this pilot project. - Fee programs that ensure new development pays. for its impact on regional transportation facilities while not undermining economic growth and affordable housing opportunities; - Balancing employment growth with affordable housing opportunities; - Coordinating the preservation in open space and implementation of Contra Costa's Urban Limit Line and Alameda County's Urban Growth Boundary. - Coordination of local agency participation in the Metropolitan Transportation Commission's I-580 Altamont Pass Interregional Corridor Study; - Improving access to transit in the Tri Valley area, and maximizing the public's use of future BART stations and freeway High-Occupancy Vehicle lanes; and - Integrating the development approval process with traffic service objectives. ABAG will make a decision of the grant applications in February of next year. If the Tri Valley Council Comprehensive Subregional Planning Committee receives the ABAG grant for this pilot project, the Board should be informed periodically on the Committee's progress. r EXHIBIT A IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA SUBJECT: In the Matter of Supporting the ) Tri Valley Council Comprehensive ) Subregional Planning_Committee ) RESOLUTION NO. 951 18 WHEREAS, the Tri Valley Council composed of the Town of Danville, the Cities of Dublin, Livermore, Pleasanton, and San Ramon, and the Counties of Alameda and Contra Costa County was created in 1984; WHEREAS, the Tri Valley Council was formed to address issues of regional concern; WHEREAS, the Tri Valley Council has a proven record of supporting subregional cooperation as evidenced by the efforts of the Tri Valley Transportation Council; WHEREAS, the Association of Bay Area Governments has issued a request for proposals for the Comprehensive Subregional Planning Pilot Program to develop a draft subregional strategy of model goals, objectives, and policies for inclusion in local general plans; NOW, THEREFORE, BE IT RESOLVED that Contra Costa County hereby supports the application to the Association of Bay Area Governments for a grant to assist in development of a Tri Valley Comprehensive Subregional Planning Pilot Program. BE IT FURTHER RESOLVED that Contra Costa County supports the Tri Valley Council's establishment of the Tri Valley Council Comprehensive Subregional Planning Committee to prepare and submit the grant application and to develop the subsequent comprehensive subregional policy plan.
