RECOMMENDATION: 1) APPOINT Stephanie Ferguson, Senior Human Relations Consultant of Glendale Federal Bank, to a Business Category position on the Private Industry Council for a term ending 9/30/95. 2) APPOINT Shirley Kalinowski, Income Maintenance Division Manager of the Antioch Social Service Office, to the Public Assistance Agency Category position on the Private Industry Council for a term ending 9/30/95. Ms. Kalinowski is an employee of Contra Costa County. 3) ACKNOWLEDGE receipt of the attached resignation from the Private Industry Council of Public Employment Service representative Wanda Viviano. 4) ACKNOWLEDGE the verbal resignation from the Private Industry Council of Labor representative Jonothan Dumas. 5) ISSUE Certificates of Appreciation from the Board to Ms. Viviano and Mr. Dumas for their services to the County. 6) INSTRUCT the Clerk of the Board to post the vacancies in accordance with Board policy and State requirements. 7) DIRECT the PIC Executive Director to solicit nominations for the Public Employment Service and Labor positions in accordance with Federal and State JTPA legislation and regulations. FINANCIAL IMPACT: None. One hundred percent federal funds. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: In accordance with a Board Order approved July 19, 1994, the Private Industry Council was directed to make recommendations for appointments to the Council directly to the Board of Supervisors, without the need to go through the Internal Operations Committee. Appointments to the business categories on the Private Industry Council must be selected from a single list of nominations submitted by the County Chambers of Commerce; the Walnut Creek Chamber of Commerce has agreed to receive nominations from other County Chambers and compile a single list of nominations from other County Chambers for consideration by the Board of Supervisors. The PIC Chair interviewed Stephanie Ferguson, Senior Human Relations Consultant of Glendale Federal Bank, and recommends her appointment to a Business Category vacancy created by the resignation of Alan Fitzgerald, for a term ending 9/30/95. Staff recommends the appointment of Shirley Kalinowski, Income Maintenance Division Manager of the Antioch Social Service Department, to the Public Assistance Agency Category vacancy created by the death of the incumbent, Perfecto Villarreal; the term ending is 9/30/95. Ms. Kalinowski was nominated by the Social Service Department Acting Director. In accordance with the Job Training Partnership Act (JTPA) Legislation, _ Section 102 (22) (f) "any vacancy in the membership of the Council shall be filled in the same manner as the original appointment." State law requires positions to be filled within 60 days; accordingly the Board is acknowledging receipt of the resignations of Wanda Viviano and Jonothan Dumas until replacement appointments can be made.
