SUBJECT: Purchase of Tax Defaulted Properties for the North Richmond Senior
Housing Project
SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
ADOPT RESOLUTION Objecting to the Sale of Tax Defaulted Properties
and actions related thereto; and APPROVE and AUTHORIZE the Deputy
Director of Redevelopment to execute an agreement to Purchase
Assessor' s Parcel Nos . 409-070-001, 409-070-007, and 409-070-008, tax
defaulted properties, located in the North Richmond Redevelopment
Project Area.
FISCAL IMPACT
No impact on the General Fund. About $16, 000, representing the a
minimum bid price plus costs, will come from the North Richmond
Redevelopment Project Area' s tax increments, as adopted in the 1994-95
Agency budget.

BACKGROUND/REASONS FOR RECOMMENDATIONS
The Community Housing Development Corporation and Eden Housing Inc.
(the "Developers") are in the process of developing a 50 unit
senior housing development, located between 2nd and 3rd Streets and
Chesley and Grove Avenues, in the North Richmond Redevelopment
Project Area. The Agency entered into a Disposition, Development
and Loan Agreement (the "DDLA") with the Developers in December
1994, for the senior housing project. The DDLA specifies the
Agency' s role to acquire and assemble the development site.
The Agency received notice from the Tax Collector of Contra Costa
County of the sale of Assessor' s Parcel Numbers 409-070-001, 409-
070-007, and 409-070-008, properties located on the block proposed
for the senior housing development. The Agency has determined that
the properties are vacant and are required for future public need.
Therefore, the Agency is interested in purchasing the properties in
accordance with Revenue and Taxation Code Chapter 8 .

WHEREAS, the Contra Costa County Redevelopment Agency has received
notice from the Tax Collector of Contra Costa County of the sale of
tax defaulted properties located in the North Richmond
Redevelopment Project Area; and
WHEREAS, the properties in question are specifically described as
Assessor's Parcell' Nos. 409-070-001, 409-070-007, 409-070-008; and
WHEREAS, in furtherance of the objectives and purposes of the
Redevelopment Agency, the Agency has determined that the properties
are vacant and required for future Redevelopment purposes; and
WHEREAS, the public need and necessity require transfer, in fee, at
the minimum bid price plus costs, by the Tax Collector to the
Redevelopment Agency in accordance with Revenue and Taxation Code,
Chapter 8. 1
NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Agency, that
the Agency Chairl'is hereby authorized and directed to expend the
funds and effect the transfer for Agency purposes. The
Redevelopment Agency APPROVES the AGREEMENT to Purchase Tax-
Defaulted Property between the State of California and the
Redevelopment Agency and AUTHORIZES the Deputy Director -
Redevelopment to execute the Agreement.
