No County funds are needed to support this contract. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): Previously, a contract was approved to fund a program manager to administer the operations of the North Richmond Municipal Advisory Council. The funding for this contract came from the Zellerbach Family Fund, a private foundation located in San Francisco. Total funding for the position was not approved pending a budget meeting of the Board of Directors of the foun ation. The term of the above described contract between the parties hereto is hereby extended from November 30, 1994 to June 30,,,31995 unless sooner terminated as provided in said contract. 4. Payment Limit. As to the extended term of the contract, the maximum amount payable by the County shall not exceed $ 35,000 5. Other Provisions. I.31 PAYMENT UNDER THIS CONTRACT SHALL BE MADE AS FOLLOWS: The sum of this contract is not to exceed $35,000.00 and monthly payments are to be made as follows: December 1, 1994 through December 31, 1994 designated as Period No. 5 in the amount of $3,100. January 1, 1995 through January 31, 1995 designated as Period No. 6 in the amount of $3,100. February 1, 1995 through February 28, 1995 designated as Period No. 7 in the amount of $3,100. March 1, 1995 through March 31, 1995 designated as Period No. 8 in the amount of $3,100. April 1, 1995 through April 30, 1995 designated as Period No. 9 in the amount of $3,100. May 1, 1995 through May 31, 1995 designated as Period No. 10 in the amount of $3,100. June 1, 1995 through June 30, 1995 designated as Period No. 11 in the amount of $3,100. During each specified period, beginning with Period No. 5 the contractor will submit a progress report, by the 15th of the preceding months, on efforts made to fulfill the requirements of the contract. Those progress reports, detailing actions taken in each of the service areas may be distributed to the North Richmond Municipal Advisory Council, Internal Operations Committee, Board of Supervisors and/or the County Administrator. Each progress report will include an invoice for services provided. Upon approval by the County Administrator or his designee, the contractor will be reimbursed for services provided on the period as to the basis of work performed. WORK PLAN FOR D'ANDRE WELLS Scope of the Program Manager's Responsibilities: The Program Manager ilis expected to assist the Municipal Advisory Council (MAC) in fulfilling its work plan, convening community forums, conducting information gathering efforts, developing self help and mutual support community projects and helping the MAC coordinate and oversee the diverse and extensive activities initiated by community leaders. Such activities i include those undertaken by the North Richmond Neighborhood House, the Los Deltas Housing Project, Verde Healthy Start Community Action Committee and Senior Center activities. The Program Manager will assist the MAC in overseeing its Project Fund budget and writing reports to the funding sources regarding the MAC's project activities and accomplishments. The Program Manager will also assist the MAC in seeking funds to support community- wide efforts and community mutual support activities. Specifically, the MAC Program Manager will be responsible for assisting the MAC in fulfilling the following functions: 1. Communication: Assist the MAC in communicating with North Richmond residents by developing a monthly newsletter, convening periodic town meetings and posting notices, agendas and minutes regarding the MAC meetings. Deliverable: Post all of MAC agendas and Minutes in well publicized locations throughout the North Richmond community, in a timely manner, allowing ample time for citizen involvement in the MAC meetings. On a quarterly basis, schedule MAC town meetings that provide opportunities for the community to give their views on plans, recommendations and initiatives under consideration by the MAC. 2. Planning: Responsible for assisting the MAC with ongoing planning activities and promoting citizen involvement in the MAC's efforts to achieve its goals. Deliverable: Convene a community summit that addresses how the community, schools, city, County, Neighborhood House of North.Richmond and the MAC will work together on MAC's Community Action Plan. Develop clear written agreements on how all agencies will work together on the MAC's top three priorities. 1.31 Activities: Plan, organize and convene a community summit that includes all participants to address common goals, shared understandings and a mutual action plan for achieving,the community's top priorities. 3. Fund Raising: Assist the MAC with fund raising activities needed to support community projects and conduct MAC activities in fulfillment of program priorities. Deliverable: Provide quarterly reports to Zellerbach Family Fund, Van Loben Sels and State Office of Child Abuse Prevention on the MAC's progress and use of foundation support. Negotiate a Memorandum of Agreement between the University of California and the MAC for use of State Funds. Write proposals as instructed to increase funding for the MAC. 4. Record Keeping: Assist with maintaining MAC records and budget by keeping budget records and providing regular reports on expenditures and revenues. Work with the MAC clerical assistant to prepare for MAC meetings by posting agendas; distributing materials to MAC members in a timely manner; and making sure that minutes are distributed to MAC members and the community. Deliverable: Maintain MAC records of Agenda, Minutes, Progress Reports. Quarterly reports;to the MAC on budget status - expenditures and revenues. Insure all clerical duties are completed. Performance Expectations for the Program Manager. The MAC Program Manager will be expected to fulfill the obligations under the Scope of Work and satisfactorily demonstrate an ability to work with diverse community groups and gain their respect and confidence. The Program Manager's performance will also be judged by how well he/she is able to: • promote and facilitate cross agency commitment to improving the quality of life in the North Richmond Community; • communicate effectively orally and in writing; • collect, tabulate and analyze data and information related to conducting a community planning process; • build trust and facilitate interaction and consensus among members of the i.� community who come from diverse backgrounds and with varying points of view; • organize and conduct productive meetings, able to resolve conflicts that may arise; • genuinely demonstrate a commitment to the community residents and respect for individual differences; pay attention to details and follow through on assignments. nr2meliscon.pin 4
