COMMUNITY CONFERENCE ON HOSPITALS
Saturday, January 14, 1995
The Community Conference on Hospitals was called to order by
Supervisor Gayle Bishop, Chair of the Board of Supervisors, on
Saturday, January 14, 1995, at 12:55 p.m. in the Board Chambers,
County Administration Building, 651 Pine Street, Martinez,
California. Present were Supervisor Jim Rogers; County
Administrator Phil Batchelor; Mark Finucane, Health Services
Director; County staff; and representatives of the three District
Hospitals.
The Chair adherred to the Agenda format as attached. The
following persons spoke under public comment:
Johanna Meyer-Mitchell, MD, Mt. Diablo Medical Center,

Jean O'Neill, 125 Cadiz Court, Vallejo;
Jim Hicks, AFSCME;
Rev. Curtis A. Timmons, P. O. BOX 8213, Pittsburg;
Maria Morris, 1525 Claycord Avenue, Concord;
Marie Goodman, 3331 Brookside Drive, Martinez;
Norma Jellison, City Councilmember, City of El Cerrito;
Wil Cossel , 16711 Marsh Creek Road, Clayton;
Donna Gerber, California Nurses Association;
Kevin Degnan, 5355 Alhambra Valley Road, Martinez; `
John Lee, MD, Merrithew Clinics Physician, 520 Lakewood
Circle, Walnut Creek;
Jan Maiorana, Lost Valley Homeowners' Association, Inc. ,
23 Lost Valley Drive, Orinda;
Jason Coleman, R.E.V.O.L.T. , 250D Park Lake Circle,
Walnut Creek;
Ray Davis, 20 Zander Drive, Orinda; and
Paul Cardinet, Public Health Nurse, 3330 Esperanza Drive,
Concord.
All persons desiring to speak were heard.
Phil Batchelor invited all persons to attend the meeting of
the Board of Supervisors on January 31, 1995, at which time Dr.
Zaretsky's report on the Merrithew Replacement Project will be
presented to the Board.
Supervisor Rogers expressed his appreciation to all who
attended the Conference this day. (Supervisor Bishop had to
leave at 3 : 30 p.m. )
The Conference adjourned at 4:10 p.m.

Rebuilding County Hospital Testimony
January 14, 1995
The following resolution was passed unanimously by the Medical
Executiue Committee of Mt. Diablo Medical Center 1-11 -95.
The Medical Executiue Committee, on behalf of Mt. Diablo
Medical Center's Medical Staff, is committed to an integrated
deliuery system of health care in the county.
The Medical Staff belieues that the county should not
rebuild the proposed Merrithew Hospital replacement facility
because there are more than adequate resources auailable in
the community to provide optimum patient care to community
residents.
The Medical Staff belieues in a collaboratiue solution--to
contract with the existing community district hospitals to
prouide all hospital-based seruices for all patients, regardless of
race, culture, socioeconomic background, or diagnosis. This
better alternatiue will result in significant financial sauings to
the taxpayers and will prouide better geographical access for
the patients.
The Medical Staff welcomes the county physicians as
partners in the deuelopment of this integrated health-care
deliuery system, and will expeditiously grant staff credentials
and priuileges, based upon current clinical competence.
The Medical Staff also wholeheartedly supports the
continued existence of the outstanding County Family Practice
Residency Program, and commits to keeping this program
completely intact.

Re: The Provision of Acute Care Services To Contra Costa
County Health Plan Patients
Dear Ms. Bishop and Members of the Board of Supervisors:
We have carefully analyzed the demands for acute care medical
services within Contra Costa County, including the demands which
have historically been met by Contra Costa County, and the health
care resources which presently exist within the County. The County
can be proud of the service which it has provided historically,
just as Mt. Diablo Medical Center and Brookside Hospital are proud
of the quality services which we have provided over the years.
We have worked with your staff, our own staffs, and qualified
consultants and have reviewed and analyzed the data regarding
patient demand, reimbursement, and the provision of quality care
for all of the patient population within Contra Costa County,
including most especially the population currently served by the
County at Merrithew Hospital.
There is no question that sufficient health care resources
exist in Contra Costa County to meet the overall patient needs,
including those now met by Merrithew Hospital, without rebuilding
that hospital. We hereby formally restate our offer to provide
hospital services to meet the needs of patients now and for the
next 30 years. Additionally, we commit that our proposal will
provide the County and its general fund a significant savings over
its expenses if Merrithew is rebuilt. Our offer will bring a
single tier system into being in which "County" and "private"
patients are served in the same institutions.
