REASONS FOR RECOMMENDATION/BACKGROUND: The City of Richmond has provided management services (including training, emergency communications and dispatch) to the West County Fire District for over 10 years . In early 1992-1993, the City and District mutually agreed to discontinue the management arrangement. The Board of Supervisors directed the Contra Costa County Fire District to take over the administration of the West County Fire District and to work out arrangements for the provision of the other services previously provided by Richmond. Effective July 1, 1994 the West County Fire District was annexed to the Contra Costa County Fire District. Since Contra Costa County Fire became involved in the management of the former West County Fire District, the services provided by the City have been scaled down, however, because of the operational characteristics of the West County portion of the District, it is still necessary to continue to contract for certain services from the City of Richmond. This contract provides for emergency dispatching, some joint training and Chief Officer Services. This cost is slightly less ($621) than the preceding contract. We should proceed to pay the City of Richmond for these services received to date at $5,935.25 per month. Richmond is proceeding to improve radio coverage by placing a transmitter/receiver on Pearl Ridge this month. They acquired radio equipment and have contracted with M.R.E. of Oakland to install and test such equipment. Dispatch Performance Standards were included in the last agreement. They are also proceeding to install fire station dispatch printers by the first of the year. We are also currently meeting regarding an improved automatic system for covering fire stations on an area wide basis, rather than depend upon Richmond's field Battalion Chiefs for such coverage.
