GOVERNING BOARD

RECOMMENDATION:
REAPPOINT to the Contra Costa Education Center Authority Governing
Board for a four year term ending December 31, 1998:

BACKGROUND:
The Contra Costa Education Center Authority Governing Board results
from a joint powers agreement between the County and the Contra
Costa Community College District, which created the Contra Costa
Education Center Authority. The Authority was the vehicle used to
lease the site of the George Gordon Education Center from the
Community College District, construct the six story Education
Center, lease portions of the building back to the Community
College District and the County and repay the bonds which were used
to construct the building. Currently the County leases the second
floor of the Education Center from the Authority which is used as
the County's Training Institute.
The Authority is governed by a three member Governing Board which
consists of two representatives appointed by the Community College
District and one representative appointed by the County. Earl
Dunivan is currently the County' s representative.

The term of office of Mr. Dunivan on the Contra Costa Education
Center Authority Governing Board expired December 31, 1994 . Mr.
Dunivan has expressed a willingness to be reappointed. The
Community College District recommends Mr. Dunivan' s reappointment.
Mr. Dunivan was appointed in- January, 1994 to complete the
unexpired term held by the County' s previous representative, George
Gordon, upon Mr. Gordon's death.
It is, therefore, recommended that Mr. Dunivan be reappointed to a
new four-year term.
