MICHAEL WALFORD, CHIEF ENGINEER DATE: FEBRUARY 28, 1995 SUBJECT: AUTHORIZE THE ISSUANCE OF TWO WARRANTS TO THE UNITED STATES ARMY CORPS OF ENGINEERS FOR THE WILDCAT AND SAN PABLO CREEKS PROJECT, FLOOD CONTROL ZONE NO. 7 AND DRAINAGE AREA 73, NORTH RICHMOND AREA Project No's.: 7527-6D8608 and 7567-6D8608 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: AUTHORIZE the County Auditor-Controller to issue two (2)warrants totalling $225,000 payable to the Finance and Accounting Officer, USAED, Sacramento, for the District's 5 percent share of the Federal project cost and the District's share of"contributed funds other' costs for the period January 1, 1995 through June 30, 1995,for the Wildcat and San Pablo Creeks Project. The warrants shall be prepared with the reference numbers and in the amounts as follows: Warrant No. 1 Cost Account No. 96X8862-FW568 for$160,000. Warrant No. 2 Cost Account No. 96X8862-FW569 for $65,000. II. Financial Impact: At this time the Flood Control District is required to make a combined second and third quarter fiscal year (Federal) 1995 payment for the Wildcat and San Pablo Creeks Project as follows: Five percent required project cost . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $160,000. III. Reasons for Recommendations and Backaround: On June 17, 1986, the Board of Supervisors approved and authorized the execution of a local cooperation agreement with the Department of the Army for the Wildcat and San Pablo Creeks Project. The terms of the agreement require the Flood Control District to pay in cash 5 percent of the total project cost to the Federal government and to provide for the relocation of all roads, bridges and utilities required for the project. The Corps of Engineers has agreed to include relocation work in the Federal project at 100 percent local cost to be paid as a "Contributed Funds Other" item. Under current State law the local 5 percent share of the Federal project cost and the local cost of relocation work required for the Wildcat and San Pablo Creeks Project is 70 percent reimbursable by the Department of Water Resources. IV. Consequences of Neciative Action: Failure to authorize the issuance of the warrants would be cause for the Corps of Engineers to stop further work on the Wildcat and San Pablo Creeks Project.
