Ward I The AC Transit Board of Directors would like to invite the Contra Costa County
ALICE CREASON Board of Supervisors to join us in passing a resolution to support establishment
Ward III of a multi-modal transit center in Downtown San Francisco. We believe that this
is an important issue for East Bay residents and employees.

CalTrain Joint Powers Board, Alameda County Congestion Management
JOHN WOODBURY Agency, Golden Gate Transit, Muni, and SamTrans are conducting a study on

how to improve transit operations and inter-operator connections in Downtown
San Francisco. The study will be used to determine whether to rebuild the
Transbay Transit Terminal at the existing site or at a new location on Howard

General Counsel Peninsula and would give our East Bay passengers a new, world class transit

District Secretary Transbay Transit Terminal is the region's primary public transit bus hub. The
Terminal links the entire Bay Area via carriers that include AC Transit, Muni,
SamTrans, Golden Gate Transit, and Greyhound. v
The AC Transit Board of Directors has adopted a resolution supporting
establishment of a multimodal transit center in Downtown San Francisco. This
resolution is attached for your consideration.

The mission of AC Transit is to be a leader in providing convenient, courteous
public transit service and improving transportation for our East Bay Community.

ALAMEDA-CONTRA COSTA TRANSIT DISTRICT
RESOLUTION NO. 893
A RESOLUTION SUPPORTING ESTABLISHMENT OF A MULTI-MODAL
TRANSIT CENTER IN DOWNTOWN SAN FRANCISCO
WHEREAS, the California Department of Transportation, the
Metropolitan Transportation Commission, the City of San Francisco, .
AC Transit, Alameda County Congestion Management Agency, Golden
Gate Transit, SamTrans and the CalTrain Joint Powers Board are
jointly participating in a study of how to improve transit
operations and interoperator connections in downtown San Francisco;
and
WHEREAS, the study is being conducted in the context of a
transportation and land use analysis for the area in the vicinity
of the existing Transbay Transit Terminal; and
WHEREAS, the proposed extension of CalTrain to downtown San
Francisco is projected to substantially increase the ridership and
effectiveness of rail service to the Peninsula which further
enforces the need for a multi-modal transportation facility; and
WHEREAS, the rail-only Beale Street option has an estimated
capital cost of $642 million ($483 million without electrifica-
tion) , which is $103 million more than the combined rail-bus
Transbay Transit Terminal option cost of $539 million ($380 million
without electrification) ; and
WHEREAS, the rail-only Beale Street option, if adopted, would
do nothing to improve the appearance and operation of the existing
Transbay Transit Terminal, and construction of a new bus-only
Terminal at Main/Howard/Beale .as proposed by San Francisco would
cost an additional $101 to $116 million dollars, increase the
distance most bus patrons would need to walk to get to their
destination, and yet not improve bus operations or connectivity
between bus operators, CalTrain or BART; and
WHEREAS, the connection between CalTrain and BART under the
rail-only Beale Street option is no better than under the combined
rail-only Transbay Transit Terminal option, when station location,
platform orientation and train length. are taken into account; and
WHEREAS, joint development opportunities for an integrated,
mixed-use, multi-modal transit center only exists if CalTrain is
extended to the site of the existing Transbay Transit Terminal, and
rail and bus passenger activity is focused in one location; and

WHEREAS, joint development at a regional transit center would
potentially generate substantial profits which could help to
subsidize both rail and bus transit operations; and
WHEREAS, the airport connection can be provided by (a)
extending BART from Colma directly into San Francisco Airport at a
cost of $1.26 billion, (b) extending BART to a station outside of
the airport, with connections to CalTrain and to a light rail
people mover into the airport, at a cost of $800 million to $1
billion, or (c) rerouting CalTrain into an airport station
(including the United Airlines maintenance facility) , at a cost of
$400 million; and
WHEREAS, the option of routing Caltrain into the airport
Jresults in a travel time to the airport for passengers coming from
downtown San Francisco or the East Bay of up to 15 minutes less
than the option of extending BART into the airportv and
WHEREAS, funding for these related projects is extremely
limited, and the amount of money expended to construct these
projects substantially affects the ability of the region to fund
other regionally-significant transportation projects.
NOW, THEREFORE, the Board of Directors of the Alameda-Contra
Costa Transit District does resolve as follows:
SECTION 1. Establishment of an efficient multi-modal regional
transit center is an important goal for the region; and
SECTION 2. Based on information developed to date,
development of the regional transit hub at the site of the existing
Transbay Transit Terminal appears to be the most cost effective and
convenient to the public; and
SECTION 3. The value and effectiveness of transbay bus
service operated by AC Transit is clearly optimized by upgrading
CalTrain, extending CalTrain to the site of the Transbay Transit
Terminal, and constructing a high-quality, mixed use development at
the site of the Transbay Transit Terminal; and
SECTION 4. The bus terminal, CalTrain extension destination,
and airport rail service projects are tightly interlinked due to
funding and operational factors, and should be analyzed
simultaneously rather than in isolation from each other.
